CITY ECONOMIC DEVELOPMENT AND EV PLAN1. On November 4, 2025, the City Council approved a non-binding Memorandum of Understanding (MOU) with Chaevi Co., Ltd., a Korean-based electric vehicle charging solution company to meet the needs of the City’s sustainability goals of expanding local EV infrastructure and attracting foreign direct investment aligned with economic and environmental objectives for collaboration on economic development. 2. Per the MOU, the City committed to present to the City Council for approval an agreement for the purchase and installation of no less than 45 Chaevi EV chargers, including support for site selection, permits, and utility coordination. 3. To support this effort, the City requested that RPU determine available LCFS reserve funds that could be used to rebate the procurement and utility infrastructure costs of 45 Chaevi EV chargers. 4. Based on preliminary estimates and available allowable LCFS reserve funds, RPU has determined that the utility can rebate the City for their direct purchase of 45 Chaevi EV chargers and the remaining funds can be used towards a rebate that will cover a portion of the utility infrastructure costs dependent on the sites selected. 3 4

SOURCE OF FUNDING (RE)ALLOCATIONS1. End of CY 2025, RPU had approximately $6.1 million in the Electric Fund Low Carbon Fuel Cash Reserve Accounta. Approximately $4 million has been allocated for Board and Council approved Electrify Riverside programs, RPU’s final California Clean Fuel Reward contribution, and a grant match reserved for the City should it be awarded a grant to construct an EV charging hub at the Airportb. Unallocated reserve funding available was approximately $2.1 million2. The Airport was not awarded the grant and appropriation of the approximately $1 million grant match funds revert back to the reservea. Results in the total unallocated funding of approximately $3.1 million RiversideCA.gov6
