RECOMMENDATIONS:
That the Housing and Homelessness Committee:
Receive and file a presentation on the review process to assess and identify proposed updates to the Homelessness Action Plan; and Provide feedback and any recommendations deemed necessary regarding the review process and proposed updates to the Homelessness Action Plan.
BACKGROUND:
On October 11, 2022, the City Council approved the Homelessness Action Plan developed by the City of Riverside’s Office of Homeless Solutions in collaboration with the Housing and Homelessness Committee. The Plan builds on the Envision Riverside 2025 Strategic Plan, prior committee goals, and the City’s Housing First Policy, and establishes a comprehensive framework to address homelessness.
The Plan focused on six key goals:
Increase Housing Production with a Focus on Affordability Increase Availability of Services
Prevent Homelessness
Emergency Shelter
Expand Public Awareness
Coordinated Regional Infrastructure
Development of the Plan included extensive stakeholder engagement, such as community meetings, Task Force discussions, partner input, and feedback from individuals experiencing homelessness. Input emphasized prioritizing vulnerable populations, expanding low-barrier and creative housing solutions, and fostering collective regional action.
The 2022 Plan aligned with state funding requirements, including the Homeless Housing, Assistance and Prevention (HHAP) grants and HOME Investment Partnerships-American Rescue Plan, and incorporated data from the 2022 Point-in-Time Count and stakeholder feedback to identify service gaps and target subpopulations. The Plan also reflected City Council direction on regional coordination, public safety considerations, and program evaluation.
DISCUSSION:
The Homelessness Action Plan was developed as a living document intended to evolve in response to changing community needs, emerging trends, and best practices in addressing homelessness. The proposed review and assessment of the Plan will provide an opportunity to evaluate existing strategies and identify updates to action items, timelines, partnerships, and performance measures to ensure continued alignment with City Council priorities.
The review process will consist of a series of six dedicated discussions, each focused on one of the Plan’s goal. The purpose of these discussions is to evaluate progress, identify challenges and opportunities, and consider modifications that will strengthen the City’s efforts to address homelessness. Each discussion will follow a four-state review process:
Review of the current goal objectives;
Assessment of progress made toward achieving the goal and associated timelines; Evaluation of legislative and regulatory impacts affecting implementation; and Consideration of proposed updates and recommendations.
The anticipated schedule for the Plan review process is as follows:
