SUBJECT: UPDATE ON SUCCESSOR AGENCY-OWNED PROPERTIES
ISSUE:
Receive and file the update on properties owned by the Successor Agency to the Redevelopment Agency of the City of Riverside.
RECOMMENDATION:
That the Committee receive and file the update on properties owned by the Successor Agency to the Redevelopment Agency of the City of Riverside.
BACKGROUND:
Prior to its dissolution, the Redevelopment Agency of the City of Riverside (Agency) acquired and assembled various properties throughout the City to facilitate redevelopment activities, eliminate blight, stimulate economic development, and support affordable housing opportunities in accordance with California Community Redevelopment Law.
In 2011, the California Legislature enacted Assembly Bill x1 26 (AB x1 26), which dissolved redevelopment agencies statewide effective February 1, 2012. Pursuant to the provisions of AB x1 26 and subsequent legislation, the City of Riverside elected to serve as the Successor Agency to the former Redevelopment Agency. The Successor Agency assumed responsibility for winding down the affairs of the former Agency, including the management and disposition of former redevelopment assets.
As part of the dissolution process, the Successor Agency prepared a Long-Range Property Management Plan (LRPMP) for properties transferred from the former Redevelopment Agency. The California Department of Finance reviewed and approved the LRPMP, which established the future use and disposition strategy for each property. Properties identified for disposition are required to be marketed and sold in accordance with the approved LRPMP and applicable state laws governing former redevelopment assets.
