Dear Evaluation Committee Members,
ATI Restoration, LLC (ATI) is pleased to submit this proposal in response to RFP No. 2520 for Emergency and Non-Emergency Remediation and Repair Services for the City of Riverside. ATI understands the City’s need for a dependable, experienced partner capable of providing rapid response, consistent quality, and compliant remediation services in support of public safety and uninterrupted City operations.
ATI brings more than 35 years of experience delivering remediation, restoration, and repair services to public-sector clients throughout California. ATI’s proposal demonstrates a clear understanding of the Scope of Services and presents a disciplined approach grounded in established Standard Operating Procedures, industry standards including IICRC guidelines, and comprehensive quality assurance and safety oversight. All services are self-performed by ATI personnel, allowing for direct accountability, consistent workmanship, and compliance with applicable regulatory requirements. ATI’s in-house Environmental Health & Safety (EHS) Team provides continuous oversight to ensure personnel training, certification, and adherence to safety standards.
The City of Riverside will be supported by a dedicated local account team led by experienced regional and project leadership, with the depth and resources necessary to respond effectively to both emergency and planned service needs.

B. Statement of
Understanding and
Approach
Understanding of the Services
ATI understands that the City of Riverside requires a dependable, experienced partner capable of delivering both emergency and non-emergency remediation services in a manner that prioritizes public safety, operational continuity, and regulatory compliance.
These services often occur in active or occupied facilities and require rapid response, disciplined execution, clear documentation, and consistent communication to minimize disruption and mitigate further damage.
Local Response and Operational Readiness
ATI’s approach is founded on local readiness supported by national resources. Services for the City will be provided by ATI’s fully staffed Riverside Regional Office, located at 1175 Hall Avenue, Riverside, California, which employs 38 full-time professionals and maintains a fleet of response vehicles pre-loaded with emergency supplies, along with a warehouse stocked with tools, equipment, and materials. This local infrastructure allows ATI to mobilize immediately and begin services without delay.

Emergency Intake and Dispatch
ATI supports the City with a 24/7/365 Customer Care Center, staffed by experienced personnel who receive service requests, document critical incident information, and immediately notify Riverside’s on-call teams for dispatch. This centralized intake and dispatch process ensures rapid response, accurate information transfer, and seamless coordination between the City and ATI’s field personnel.
Project Triage, Due Diligence, and Scoping
Upon arrival at the site, ATI implements a structured project triage process conducted in accordance with established Standard Operating Procedures (SOPs) and applicable industry standards, including those published by the Institute of Inspection, Cleaning and Restoration Certification (IICRC). This process includes site evaluation, photo documentation, identification of safety or environmental hazards, moisture mapping (as applicable), and assessment of affected areas. Preliminary investigations and due diligence are performed as needed to determine appropriate remediation methods, sequencing, and controls. ATI then develops a clearly defined scope of work to guide mitigation, restoration, and next steps.
Standard Operating Procedures and
Industry Standards
ATI performs all services using documented SOPs designed to ensure consistency, safety, and quality across all projects. These procedures align with applicable IICRC standards, including S500 (Water Damage Restoration) and S520 (Mold

Remediation), as well as OSHA, EPA, and applicable state and local regulations.
Adherence to these standards establishes a defensible standard of care and ensures services are performed using proven, industry-accepted methods.
Quality Assurance and Performance
Oversight
ATI maintains a structured quality assurance program to ensure all services meet established standards and City expectations. Quality is monitored through active oversight by the assigned Project Director and Project Manager, who verify that work is performed in accordance with ATI’s SOPs, applicable IICRC standards, and approved scopes of work. Daily Field Reports (DFRs) document completed activities, site conditions, and planned next steps, providing transparency and continuity throughout the project.
In addition, ATI’s regional
leadership conducts regular
operational reviews to confirm
staffing, equipment, and
resource alignment, and to
proactively address any project
needs. This multi-level quality
assurance approach ensures
consistent workmanship,
schedule adherence, and timely
issue resolution from initial
response through project
completion.
Organization,
Staffing, and Safety Oversight
Each project is assigned a dedicated Project Director and Project Manager who maintain responsibility for field operations, scheduling, documentation, and communication throughout the project lifecycle. ATI’s in-house Environmental Health & Safety (EHS) Team provides oversight to ensure personnel are properly trained and certified and that all work complies with safety and regulatory requirements. This structure ensures accountability, consistency, and compliance on every assignment.
ATI Restoration, LLC ***LIMITED RIGHTS DATA*** Page 8 of 77
Communication and Project Management
ATI emphasizes proactive communication and transparency throughout each engagement. Progress is documented through daily reporting, and regular coordination is conducted with City representatives to review schedules, address priorities, and incorporate stakeholder feedback. Most cases were from residential clients / homeowners. Approximately 33% of these were claims against insurance companies in which we were named in addition to the insurance company, which was the primary defendant. During this timeframe, ATI completed 120,693 projects. The number of claims filed against ATI during that time frame represents 0.03% of our total projects performed.
DISPUTES IN WHICH ATI IS THE PLAINTIFF:
During the normal course of business, ATI may file a complaint in court against a project owner concerning work on a project or payment for a contract. ATI has had no disputes or legal action with government agencies of any kind.
Many times, ATI is assigned projects through an insurance claim and ATI has no way of vetting these clients. ATI performs over 20,000 jobs a year and less than 1% of those jobs involve a client that does not pay their obligations. In many of these cases, ATI’s only recourse is to pursue litigation to collect these debts.

Yes. Over ATI’s 35+ year history and operations across more than 70 offices nationwide, the company has performed thousands of remediation and construction contracts. As is customary in the restoration and construction industry, ATI has been involved in isolated disputes or claims over time.
Within the past five (5) years, ATI has had no legal actions with government agencies of any kind. During this period, ATI has experienced one contract termination. ATI disputes the assertion that the termination resulted from a failure to perform; rather, the termination arose from circumstances that contributed to project delays, for which ATI contends it was not solely responsible.

RFP No. 2520
ATI responds to Emergency Remediation Service Requests 24/7/365 through a centralized intake and rapid dispatch process.
Upon notification, ATI’s Riverside Regional Office deploys on-call, fully trained response teams who are equipped with company-issued mobile phones, pre-loaded response vehicles, and all necessary tools and materials to begin work immediately. Our team assesses conditions, secures the site, and initiates mitigation to prevent further damage while documenting the loss through photos, moisture readings, and field notes. Emergency services are self-performed using established safety, quality, and communication protocols until the site is stabilized and next steps are approved.
ATI provides comprehensive emergency and non-emergency remediation, mitigation, repair, and restoration services for water, fire, smoke, sewage, and mold-related losses. Our in-house teams self-perform services including water extraction, structural drying and dehumidification, antimicrobial treatment, mold remediation, odor control, contents and surface cleaning, and drying equipment monitoring. ATI also delivers building repair and reconstruction services such as demolition, drywall, flooring, finishes, carpentry, and related trades. With 24/7/365 response capability, certified personnel, and established quality, safety, and documentation protocols, ATI ensures efficient, compliant, and high-quality project execution from initial response through final completion.
ATI provides regular project updates and tracks progress through structured documentation and active project management.
Daily Field Reports (DFRs) are completed to document work performed, site conditions, and planned activities for the following day, ensuring transparency and continuity. Internally, weekly operations meetings involving the Regional Manager, Operations Manager, Project Directors, and Project Managers review schedules, materials, equipment, and resource needs to proactively address project demands. ATI also reviews project schedules with clients and stakeholders to confirm alignment, gather feedback, and ensure timely, successful project completion.
ATI’s project profiling process begins with rapid triage upon first notice of loss, including immediate dispatch to the site for on-scene assessment. Our project team documents conditions through site inspections, photos, moisture readings, and damage diagrams to clearly define the source, extent, and impact of the loss. ATI then develops a detailed scope of work and a rough order of magnitude to guide mitigation and next steps. This structured process ensures timely decision-making, clear communication, and an efficient path from initial response through project completion.
ATI will support the City of Riverside through its local Riverside Regional Office, staffed with 38 full-time professionals including executive leadership, administrative support, operations management, project leadership, and skilled technicians. Dedicated oversight for the City’s account will be provided by Tom Sandoval as Account Manager and Josh Schuler as Regional Manager. Key assigned personnel also include Christopher Reid, Sr. Project Director; Gerardo Moreno, Environmental Project Manager; Joel Guzman, Project Manager; and Rudy Martinez, Construction Manager. This local, fully resourced team ensures rapid response, consistent communication, and effective project execution.
ATI offers the City of Riverside a low-risk, best-value solution backed by extensive municipal experience, local resources, and proven emergency response performance. ATI operates more than 70 offices nationwide, including 10 locations in California, and has completed over 2,200 municipal projects within California alone during the past five years for cities such as Santa Barbara, Burbank, Orange, Costa Mesa, Cerritos, Compton, Pomona, and Pico Rivera. These long-standing, as-needed municipal contracts demonstrate ATI’s ability to perform under public-sector requirements, including emergency response, prevailing wage compliance, documentation, and accountability.
For Riverside, ATI’s fully staffed Riverside Regional Office provides dedicated, on-call teams capable of being on site within 2 hours of an emergency request.
ATI self-performs the services outlined in the Scope of Work, allowing for direct oversight, efficient scheduling, and consistent quality, safety, and regulatory compliance.
Project execution is supported by structured communication, documentation, and oversight processes that align with City expectations for transparency and performance tracking. Guided by ATI’s CARES values—particularly “Communication is Key”—the City can expect proactive updates, clear documentation, and a responsive partnership focused on timely, successful project outcomes.

GAS, MILEAGE, & AIR TRAVEL ATI bills for expenses incurred for travel related expenses, including but not limited to airfare, taxi, ride-sharing, luggage fees, and vehicle fuel. All incurred expenses for the project will be billed in accordance with the OVERHEAD & PROFIT terms set forth above. WEEKLY CONVERSION. The weekly equipment rental fee is equivalent to 5 daily rental fees and applies on the 6th day of rent. A new rental week begins on the 8th day of rent. MONTHLY CONVERSION The monthly (4 week) equipment rental fee is equivalent to 3 weekly rental fees and applies once the equipment has been rented for 3 weeks or more. Calendar rental day 29, the first day of the 5th week, starts a new rental month, and the conversion for daily, weekly, and monthly rentals resets. CONVERSION EXCEPTIONS Weekly and monthly discounts do not apply to vehicles or storage vaults. No conversion discounts will be applied to any invoice paid after net 60 days. EQUIPMENT CONVERSION EXAMPLE Equipment on rental for 17 days will be charged for 2 weeks (2 weeks = 14 days) rental and 3 daily rentals. The 2 weeks rental charges equate to 10 daily + 3 daily rentals = 13 day rental. If the invoice is not paid in net 60 days, this equipment will be charged for 17 daily rentals. UNSCHEDULED EQUIPMENT PURCHASE The daily rental rate for unscheduled equipment purchased for the project will be 5% of the cost of ownership.
