PRESENT: Mayor Lock Dawson and Councilmembers Falcone, Cervantes, Conder, Mill, Hernandez, and Hemenway
ABSENT: Councilmember Robillard
Mayor Lock Dawson called the meeting to order, and led the pledge of allegiance at 6:15 p.m.
PUBLIC COMMENTS IN PERSON/TELEPHONE
Aurora Chavez, Nancy Jimenez, and Pete Benadvidez congratulated Luis Hernandez.
Janice Rooth spoke regarding selection of Interim City Manager.
DISCUSSION CALENDAR
DECLARE RESULTS OF JUNE 2, 2026, SECOND AND FOURTH WARDS - CALL SPECIAL
MUNICIPAL RUNOFF ELECTION - RESOLUTIONS
No one spoke on the matter.
Following discussion, it was moved by Councilmember Cervantes and seconded by Councilmember Mill to (1) adopt a resolution reciting the facts of the General Municipa Election held on June 2, 2026, declaring the results for City Council Wards 2, 4, and 6 and Ballot Measure Z; (2) adopt a resolution calling a Special Municipal Run-off Election for Tuesday, November 3, 2026, for City Council for Wards 2 and 4 to be consolidated with all other elections held on the same day in the City; (3) maintain the policy requiring candidates to pay for publishing a Candidate Statement of up to 200 words; and (4) direct the City Clerk to carry out all administrative duties in accordance with the City Charter and California Elections Code. The motion carried with Councilmember Robillard absent.
Whereupon, the title having been read and further reading waived, Resolution No. 24390 of the City Council of the City of Riverside, California, reciting the fact of the General Municipal Election held in said city on the 2nd day of June, 2026, declaring the results thereof and setting forth such other matters as are provided by law, was presented and adopted.

Whereupon, the title having been read and further reading waived, Resolution No. 24391 of the City Council of the City of Riverside, California, ordering, calling, providing for and giving notice of a Special Municipal Runoff Election to be held in the City of Riverside on the 3rd day of November, 2026, for the purpose of electing members of the City Council to the second and fourth wards of said City of Riverside, and giving notice and ordering that said Special Municipal Election is consolidated with all other elections being held in the same territory on the same date, was presented and adopted.

OATH OF OFFICE
Sabrina Cervantes, California State Senator, District 3, administered the Oath of Office to newly elected Ward 6 Councilmember Luis Hernandez.
Councilmember Hernandez took his seat on the dais.
CLOSED SESSION
The Mayor and City Council adjourned to Closed Session at 6:37 p.m. pursuant to Government Code §54957 for appointment of Interim City Manager.
The Mayor and City Council reconvened at 7:30 p.m. with Mayor Lock Dawson presiding and all Councilmembers present with Councilmember Robillard absent.
COMMUNICATION
CITY ATTORNEY REPORTS ON CLOSED SESSIONS
Mayor Pro Tem Conder announced that during Closed Session, City Council voted unanimously to appoint Edward Enriquez as Interim City Manager, effective immediately.
The City Council adjourned the meeting at 7:31 p.m.
