9 Staff recommends that the Cultural Heritage Board :
1. REVIEW and PROVIDE COMMENT UPON the Cultural Resources analysis in the Mitigated Negative Declaration, and RECOMMEND that the City Council DETERMINE that Planning Case PR-2023-001469 will not have a significant effect on Cultural Resources so it may ADOPT the Mitigated Negative Declaration (Exhibit 3) and ADOPT the Mitigation Monitoring and Reporting Program (MMRP); and
2. Recommend APPROVAL Planning Case DP-2025-00463 (Certificate of Appropriateness), based on the facts for findings outlined and summarized in the staff report, and subject to the recommended conditions of approval (Exhibit 1).
