BACKGROUND:

On May 20, 2025, the City Council adopted the Fiscal Year (FY) 2025/2026 United Stated Department of Housing and Urban Development (HUD) Annual Action Plan.

The City currently has $1,265,000 in unprogrammed Community Development Block Grant (CDBG) funds available for capital improvements projects. These funds must be allocated to eligible projects that can be implemented in a timely manner and that will provide a direct benefit to low- and moderate-income communities.

DISCUSSION:

Staff are requesting to amend the FY 2025/2026 HUD Annual Action Plan to add various Parks, Recreation, and Community Services Department (PRCSD) capital improvement projects to the originally approved plan. The projects are located within income eligible Census Tracts and will serve residents of Wards 1, 3, and 6.

The proposed amendment to the FY 2025/2026 HUD Annual Action Plan will allocate $1,265,000 in CDBG funds to PRCSD capital improvement projects that benefit low- and moderate-income communities. The funding allocation is proposed as follows: $175,000 for Bobby Bonds Skatepark Improvements; $250,000 for Janet Goeske Senior Center Flooring Replacement; $500,000 for Bobby Bonds Sippy Woodhead Pool Room; and $340,000 for Tim Strack Park Lighting and Fitness Equipment Installation.

A public notice was issued announcing the proposed amendment to the HUD Annual Action Plan and a 30-day public comment period was provided in compliance with HUD regulations. The original notice was published in the Press Enterprise on Friday, June 12, 2026, and included the date this action would be considered by the City Council.

The Parks, Recreation, and Community Services Director concurs with the recommendations in this report.

FISCAL IMPACT:

As outlined in the table below, the total fiscal impact of the action is $1,265,000. Upon Council approval, a transfer in the amount of $1,265,000 from the Community Development Block Grant Fund Unprogrammed Funds Account No. 2520100-453001 to the following accounts will be recorded along with the supplemental appropriations.
