•On June 1, 2026, City received an acquisition offer package from the California Department of Transportation (Caltrans).•Acquisition for a 298 square foot TemporaryConstruction Easement (TCE), for a duration of36 months.•Temporary use of a portion of City property willbe utilized by Caltrans to allow construction ofthe street and freeway entranceimprovements including ADA requirements oncurb ramps, rehab lighting, replace damagedsign panels and match grade.DISCUSSION 3 4

•City’s Public Works Department currently utilizes theproperty as a wastewater lift station and havedetermined the construction will not impact anyexisting City facilities on the City parcel.•Staff and the City Attorney’s Office have reviewed theoffer and appraisal and confirmed that the appraisedvalue is appropriate for the temporary use andnominal consideration of $1,700.DISCUSSION RiversideCA.gov6
That the City Council:1. Approve the right-of-way contract (Attachment 1) for a temporaryconstruction easement with the Department of Transportation (Caltrans) forthe temporary use of a portion of City-owned land located at the PierceStreet Wastewater Lift Station at 3930 Pierce Street and SR-91 freeway,identified as Assessor’s Parcel Number 142-170-013; and2. Authorize the City Manager, or his designee, to execute the contract with theDepartment of Transportation (Caltrans), including making minor and non-substantive changes, and to sign all documents necessary to complete thetransaction.RECOMMENDATIONS5 6
