RiversideCA.govREPLACE AND REPLENISH WOOD FIBER SURFACING AT PLAYGROUNDSCity Council August 11, 2026Parks, Recreation and Community Services Department RiversideCA.gov2
BACKGROUND•The Parks Division utilizes Engineered Wood Fiber(EWF) as the protective surfacing material at Cityplaygrounds. Over time, EWF naturally compacts, decomposes, and is displaced through regularuse and weather conditions, reducing the depthof the surfacing beneath and aroundplayground equipment. To maintain compliancewith recommended fall zone requirements, theParks Division periodically replenishes, or "topsoff," the engineered wood fiber at eachplayground location.•Maintaining the proper depth of EWF is a criticalsafety obligation, as it helps provide the impactattenuation necessary to reduce the risk of injuryfrom falls. Routine replenishment ensures thatplaygrounds continue to meet safety standardsand provide a safe recreational environment forthe community.
