RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AS THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE, AMENDING RESOLUTION NO. 59 TO AMEND AND APPROVE THE SUBMISSION OF THE RECOGNIZED OBLIGATION PAYMENT SCHEDULE FOR JULY 1, 2026, THROUGH JUNE 30, 2027.
WHEREAS, on January 6, 2026, the City of Riverside as the Successor Agency to the former Redevelopment Agency of the City of Riverside (“Successor Agency”) adopted Resolution No. 59 approving the submission of the Recognized Obligation Payment Schedule (“ROPS”) for the period covering July 1, 2026, through June 30, 2027 (“ROPS 26-27”); and WHEREAS, following approval by the Successor Agency and the Countywide Oversight Board, the ROPS 26-27 was submitted to the California Department of Finance (“DOF”) on February 10, 2026, for review in accordance with Health and Safety Code Section 34177(o); and WHEREAS, after completing its review, the DOF issued an initial determination modifying several requested enforceable obligations; and WHEREAS, on May 4, 2026, the Successor Agency and DOF held a Meet and Confer and provided additional documentation supporting the disputed determinations; and WHEREAS, following consideration of the supplemental information, the DOF issued its final determination letter on May 15, 2026, and while the DOF approved the majority of the Successor Agency’s requested enforceable obligations, several funding requests were reduced or modified; and WHEREAS, Health and Safety Code Sections 34177(o) and 34186 allow successor agencies to submit an amended ROPS requesting additional funding for eligible enforceable obligations supported by appropriate documentation; and WHEREAS, the ROPS 26-27 need to be amended (“Amended ROPS 26-27”) to request funding for eligible enforceable obligations that remain necessary to carry out the Successor Agency’s legal and contractual responsibilities; and WHEREAS, the Amended ROPS 26-27 is divided into two distribution periods; and WHEREAS, ROPS A covers the distribution period of July 1, 2026, through December 31, 2026, and ROPS B covers the distribution period of January 1, 2027, through June 30, 2027; and WHEREAS, the Amended ROPS 26-27 are limited to amounts necessary to pay eligible enforceable obligations during the ROPS B period; and WHEREAS, upon approval by the Countywide Oversight Board, the Amended ROPS 26-27 will be submitted to the County Auditor-Controller, the State Controller’s Office, and the Department of Finance in addition to posting it on the Successor Agency section of the City’s website.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, as the Successor Agency to the Redevelopment Agency of the City of Riverside, based upon the Amended ROPS 26-27 and accompany staff report, which are incorporated herein by this reference, as follows:
Section 1: Pursuant to the Health and Safety Code Section 34177, the Successor Agency does hereby approve and adopt the Amended ROPS 26-27 and upon approval of the same by the Countywide Oversight Board is directed to transmit the Amended ROPS 26-27 to the County Administrative Officer, the County Auditor-Controller, and the Department of Finance, and post the same on the City’s website.
