period.

Council can weigh efficiency

authority delegated.

Affected population: PO records with Board/Council Approval Required = Yes, Charter 1109 = No, and Total Amount over $100,000. Threshold options show the number and value of those records that would remain above each proposed approval authority. Charter analysis includes every record marked Charter 1109 = Yes, regardless of Council flag, to show the complete population that remains unaffected by the proposed non-construction change.

City Manager Approval Authority Options
Council is being presented with three separate options for City Manager approval authority for non-Charter procurements: Option 1 increases the authority to $350,000 or less; Option 2 increases the authority to $220,000 or less; and Option 3 makes no change to the current $100,000 authority. The bidding-threshold recommendation is evaluated separately from the City Manager approval-authority decision. Charter Section 1109 construction procurements remain unchanged under all three options.

City Manager Approval Authority Options
Option Comparison
Option 1 would provide the greatest reduction in Council agenda actions, removing 358 actions while retaining Council review of 87.4% of affected spend. Option 2 would remove 218 actions while retaining Council review of 94.0% of affected spend. Option 3 would maintain the current $100,000 authority and would not change the number of Council actions or delegated spending. All three options leave Charter Section 1109 requirements unchanged. 0 100

Charter Section 1109 Procurement Analysis
Key Conclusion
Charter Section 1109 procurements are not affected by the proposed non-construction threshold changes. The original dataset contains 157 Charter procurements totaling $358.3 million. Of these, 146 procurements (93.0%) exceed $100,000 and 105 procurements totaling $348.9 million exceed $350,000. Existing Charter bidding and approval requirements therefore continue to preserve Council oversight of this high-dollar construction population. 0 50,000,000

Grant-funded procurements represent 60 of the 624 affected non-Charter Council actions and $52.3 million of affected spend. Their treatment will depend on the City Manager approval-authority option selected by Council. Option 1 provides authority up to $350,000, Option 2 provides authority up to $220,000, and Option 3 maintains the current $100,000 limit. Grant-funded construction remains separately governed by Charter Section 1109 under every option.
