The General Services Department is responsible for maintaining City facilities, including providing custodial services for more than 50 City facilitiesCustodial services consist of maintenance of all lobbies, kitchens,offices, classrooms, restrooms and includes restocking of paper andsoap goods.All custodial services are rendered between the hours of 8 p.m. and5 a.m., with exceptions made upon City staff approval foremergency incidents.BACKGROUND1 2 8/20/2026

Due to California minimum wage increases, recent AssemblyBills, and inflationary increases on materials and supplies sincethe City last issued a request for proposal in 2019, the cost forcustodial services was expected to increase by a significantamount.The initial bid from Uniserve, LLC was approximately $1 millionhigher than our current contract over the initial three year term.DISCUSSION RiversideCA.gov4
General Services conducted a comprehensive walkthrough ofall facilities with Uniserve, LLC and successfully negotiated areduced contract price that aligned with other responsiveproposals that had been received.General Servicers executed a three month extension with ourcurrent vendor, Universal Building Maintenance, in order toprovide sufficient time for the negotiations as well as transitionperiod.DISCUSSION3 4 8/20/2026

That the City Council:1. Award Bid No. 2468 for Citywide Custodial Services to Uniserve, LLC ofCommerce, California in the amount of $3,392,560.30 for a term of 33months from October 1, 2026 to June 30, 2029, with the option to extend fortwo (2) one (1) year terms;2. Authorize 15% change order authority in the amount of $508,884.05 forunforeseen changes in service such as requests to increase servicefrequency, add facilities, or for special or emergency services;3. Authorize the City Manager, or designee, to execute any purchase orders,agreements, and other documents, including minor and non-substantivechanges.RECOMMENDATIONS5 6
