BACKGROUND:
On April 23, 2019, the City Council approved a Professional Services Agreement with Pfeiffer Partners Architects in the amount of $99,220 to provide Phase I Concept Design services for the Museum of Riverside Expansion and Rehabilitation Project.
Following completion of the conceptual design effort, the City issued Request for Proposals (RFP) No. 1851 for Phase II architectural and engineering design services. On October 4, 2022, the City Council approved a Professional Consultant Services Agreement with Perkins Eastman Architects, D.P.C. in the amount of $2,546,544.
Since approval of the Phase II agreement, six amendments have been processed to address additional professional services associated with unforeseen existing conditions, structural modifications, utility coordination, historic rehabilitation, design refinements, and other project requirements encountered during design and construction.
DISCUSSION:
Perkins Eastman continues to serve as the Architect of Record and is responsible for construction administration, consultant coordination, review of contractor submittals, responses to Requests for Information (RFIs), coordination with specialty consultants, commissioning support, and project closeout services.

Current Project Status
Construction of the Museum of Riverside Expansion and Rehabilitation Project is progressing with the General Contractor currently forecasting completion in Fall 2027. The project has advanced beyond the major design revisions and unforeseen condition investigations that characterized the earlier phases of construction. Remaining work is anticipated to focus on completion of building systems, historic rehabilitation, deferred submittals, commissioning, final inspections, punch list activities, and project closeout.
Perkins Eastman continues to provide construction administration services, consultant coordination, field clarification support, review of contractor submittals and Requests for Information (RFIs), and coordination of specialty consultants necessary to support successful project completion.
Amendment No. 7
Based on the General Contractor's current projected completion schedule, additional consultant services totaling $237,680 have been identified to support the remaining construction effort through the currently projected construction completion of September 2027. These services primarily include continued construction administration, structural engineering support, and waterproofing observation.
Staff also requests approval of $37,320 in consultant contingency to provide flexibility for unforeseen consultant services that may be required during the remaining construction period.
The following table summarizes Amendment No. 7 and contingency.
Service

Subtotal – Identified Services

Total Council Authorization Requested
$275,000
The proposed agreement term extension through March 31, 2028, provides sufficient schedule flexibility to support the General Contractor's current projected completion date of September 2027, while accommodating commissioning, punch list activities, project closeout, and any remaining consultant services that may extend beyond the current projected completion schedule. Staff will evaluate the need for a future contract amendment should construction extend beyond the current projected completion schedule, or should additional consultant services be required that exceed the remaining agreement balance and approved consultant contingency.
The major project risks that previously resulted in consultant amendments—including hazardous materials, concealed structural conditions, underground conflicts, utility redesign, and significant design revisions—have largely been addressed.
Remaining consultant effort is anticipated to focus primarily on construction administration, coordination with specialty consultants, review of RFIs and deferred submittals, commissioning support, historic rehabilitation coordination, punch list activities, and project closeout.
