City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: SEPTEMBER 1, 2026 FROM: PUBLIC WORKS DEPARTMENT WARDS: ALL SUBJECT: PURCHASE ONE COMPRESSED NATURAL GAS AUTOMATED SIDE-LOADING REFUSE TRUCK FROM RUSH TRUCK CENTERS OF FONTANA, CALIFORNIA, IN THE AMOUNT OF $473,853.61 ISSUE:
Consider approving the purchase of one compressed natural gas automated side-loading refuse truck from Rush Truck Centers of Fontana, California, in the amount of $473,853.61.
RECOMMENDATIONS:
That the City Council:
Approve the purchase of one compressed natural gas automated side-loading refuse truck from Rush Truck Centers of Fontana, California, through Sourcewell Cooperative Agreement No: RFP #032824-PMC in the amount of $473,853.61; and Authorize the City Manager, or designee, to execute all required documents to effectuate the purchase with Rush Truck Centers, including making minor and non-substantive changes, subject to the availability of budgeted funds.
BACKGROUND:
On September 17, 2024, the City Council approved the purchase of seven compressed natural gas automated sideloading refuse trucks from Rush Truck Centers of Fontana, California. This action supported the City’s ongoing effort to modernize its refuse fleet and replace aging vehicles that have exceeded their useful life.
Despite those replacements, several older trucks remain in service and continue to experience increased breakdowns and higher maintenance expenses. These aging vehicles need to be replaced to ensure consistent service delivery, reduce downtime, and maintain safety and efficiency within the Solid Waste Division.
DISCUSSION:
The Public Works Department’s Solid Waste Division purchases compressed natural gas (CNG) automated sideloading refuse trucks to replace the aging trucks that provide essential residential collection services. Fleet replacement is planned based on vehicle age, overall condition, maintenance costs, and operational reliability.
Rush Truck Centers holds cooperative purchasing agreement No. 032824PMC with Sourcewell, which streamlines and simplifies the procurement of refuse trucks for participating agencies. This agreement remains in effect through July 9, 2028. Under this cooperative program, Rush Truck Centers serves as the authorized dealer for Peterbilt. Peterbilt, the manufacturer of this equipment, has agreed to offer a 28percent discount on the current Sourcewell pricing model. This allows the City to purchase refuse trucks at a significantly reduced and stable cost. The discounted pricing structure supports fiscal predictability and helps the City manage expenses in an otherwise fluctuating equipmentpricing environment.

Following the evaluation process, Sourcewell awarded contracts to multiple qualified vendors, providing participating agencies with the ability to evaluate available options and select the vendor that offers the best overall value based on their specific operational needs.
While other proposers received a higher overall evaluation score, the City considered additional factors permitted under the RFP and the Sourcewell procurement process, including product performance, warranty provisions, operational benefits, pricing, and each vendor's demonstrated ability to meet the City's operational needs. Although Rush Truck ranked seventh in the overall evaluation, the City determined that its proposal represents the best overall value and is in the City's best interest based on these additional evaluation factors.
Rush Truck is the authorized Peterbilt dealer and is the only proposer with the required chassis currently available in inventory, enabling the City to avoid an estimated two-year delivery delay. In addition, Rush Truck is offering a 28% discount on Sourcewell contract pricing, resulting in substantial cost savings. Current market conditions further support this recommendation, as other original equipment manufacturers (OEMs) have paused production of comparable equipment until the end of the year, significantly limiting product availability. Rush Truck's equipment meets all City specifications and operational requirements, and its lighter truck design provides improved maneuverability and increased payload capacity, allowing the City to transport more material per trip and improve operational efficiency.
This action is pursuant to Purchasing Resolution 24101, Section 602 which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances…. (f) When Cooperative Purchasing is available and undertaken or when Goods can be obtained through Federal, State and/or other public entity pricing contracts or price agreements.” The Purchasing Manager concurs that the recommended action is compliant with Purchasing Resolution 24101.
FISCAL IMPACT:
The total fiscal impact of this action is $473,853.61. Sufficient funds are budgeted and available in the Refuse Fund, Solid Waste Collection, Automotive Equipment Account No.4130100-462100.
