RECOMMENDATIONS:

That the City Council:

Approve a Professional Services Agreement from RFP No. 2468 with UNISERVE Facilities Services of Commerce, California for Custodial Services for Various City Facilities for the term of October 1, 2026 through June 30, 2029, in the amount of $3,392,560.30; Authorize 15% change order authority in the amount of $508,884.05 for unforeseen changes in service such as requests to increase service frequency or for special or emergency services; and Authorize the City Manager, or designee, to execute the Agreement with UNISERVE Facilities Services including making minor and non-substantive changes, including term extensions up to two optional one-year extensions, subject to the availability of budgeted funds.

BACKGROUND:

The General Services Department (General Services) is responsible for maintaining City facilities, including providing custodial services for more than 50 City buildings.

Uniserve Facilities Services, LLC (Uniserve) brings 59 years of experience in facility maintenance, with a current portfolio that includes contracts with the County and City of Los Angeles. Uniserve currently services over 145 municipal facilities and is well equipped to add Riverside to its service roster.

DISCUSSION:

Since the City's previous Request for Proposals was issued in 2019, California's minimum wage has increased from $12.00 per hour to $16.90 per hour, significantly impacting labor costs. Statutory changes, including Assembly Bill 10 (AB 10) and subsequent legislation, have progressively increased minimum wage requirements. In addition, the Healthy Workplaces, Healthy Families Act of 2014 (AB 1522) expanded paid sick leave benefits for employees, further increasing employer labor costs. Combined with inflationary increases in the cost of materials and supplies, these factors have contributed to the overall increase in the cost of providing janitorial services.

General Services negotiated with Uniserve to reduce its initial bid, which was approximately $1 million higher than the current contract over the initial three-year term. Following a comprehensive walkthrough of all City facilities, staff successfully negotiated a reduced contract price that aligned more closely with the other responsive proposals received.

To ensure uninterrupted custodial services, General Services executed a three month stop-gap extension with the current vendor, Allied Janitorial Services, to provide sufficient time to negotiate with Uniserve.

Vested Solutions had a missing required exhibit from their submission as well as pricing did not align with details submitted in proposal and PlanetBids.
