JOB NO: 15842-07 TA Memo
SUBJECT: LA SIERRA RESIDENTIAL FOCUSED TRAFFIC ASSESSMENT Urban Crossroads, Inc. has prepared the following Focused Traffic Assessment (FTA) to evaluate a revised site access configuration for the proposed La Sierra Residential development (Project), located west of La Sierra Avenue between Alhambra Avenue and Francisco Place in the City of Riverside.
INTRODUCTION
The memorandum supplements the previously prepared La Sierra Residential Focused Traffic Analysis (prepared by Urban Crossroads, Inc., dated December 31, 2025, referred to as 2025 Traffic Study) by evaluating an alternative access configuration requested by the City's Planning Commission for consideration by the City Council. The original traffic study evaluated both a right - in/right-out only driveway and a full -access driveway along La Sierra Ave nue. This memorandum evaluates an intermediate alternative consisting of a right-in/right-out/left-in (RIRO/LI) driveway at the Project access on La Sierra Avenue.
No changes are proposed to the Project land uses, number of residential dwelling units, or Project trip generation from those evaluated in the 2025 Traffic Study. Accordingly, the analyses contained herein utilize the same Project traffic volumes and forecasting methodology presented in the approved 2025 Traffic Study to maintain consistency between analyses. The only modification evaluated is the redistribution and reassignment of Project traffic associated with the revised driveway access.
The analysis focuses on the Project driveway (Driveway 1) and the adjacent intersection of La Sierra Avenue and Francisco Place. The purpose of this memorandum is to determine whether the proposed right-in/right-out/left-in access configuration can adequately accommodate Project traffic while maintaining acceptable traffic operations and queuing conditions.
15842-07 TA Memo 2 La Sierra Residential
PROJECT BACKGROUND
The proposed Project consists of the development of 56 single -family residential dwelling units, including four estate residential lots accessed from Alhambra Avenue and 52 single-family detached residential dwelling units accessed from La Sierra Avenue, of which three units are designated as affordable housing. These Project characteristics remain unchanged from those evaluated in the approved 2025 Traffic Study.
The purpose of this memorandum is to evaluate a revised access configuration for Driveway 1 along La Sierra Avenue. Under the proposed alternative, Driveway 1 would operate as a RIRO/LI access, allowing northbound left turn ingress into the Project while restricting left turn egress from the site via the median design. The existing access at Somervale Drive would remain right-in/right-out only with no modifications to its existing access restrictions. The revised study area is illustrated on Exhibit 1, which identifies the Project site, Driveway 1, Somervale Drive, Francisco Place, and the adjacent roadway network included in this focused evaluation.
Because the Project itself has not changed, this memorandum evaluates only the effects of modifying the distribution of Project traffic associated with the revised driveway operations. All other assumptions, methodologies, and background traffic forecasts remain consistent with the approved 2025 Traffic Study.

PROJECT TRAFFIC
This section presents the traffic volumes estimated to be generated by the Project, as well as the Project’s trip assignment onto the study area roadway network.
PROJECT TRIP GENERATION
Project trip generation remains identical to that presented in the approved Traffic Study in order to provide a direct comparison between the previously evaluated access alternatives and the proposed RIRO/LI access configuration.
Project trips were originally estimated using the Institute of Transportation Engineers (ITE) Trip Generation Manual , 11th Edition (2021). Since preparation of the 2025 Traffic Study, the ITE Trip Generation Manual , 12th Edition (2025) has been published. However, the trip generation rates contained within the newer edition are generally comparable to, or slightly lower than, those previously utilized for this Project. Accordingly, retaining the trip generation from the 2025 Traffic Study represents the more conservative analysis and ensures consistency between the previous and current evaluations.
Tables 1 and 2 summarize the Project trip generation by land use and identify the resulting directional trip estimates utilized throughout this memorandum. As previously evaluated, the Project is anticipated to generate:
• 514 two-way daily trips per day
• 38 AM peak hour trips
• 38 mid-day peak hour trips
• 51 PM peak hour trips
These trip totals are unchanged from the approved 2025 Traffic Study and form the basis for the revised trip distribution and operational analyses.

PROJECT TRIP DISTRIBUTION
Although the total number of Project trips remains unchanged, the proposed RIRO/LI access configuration modifies the directional distribution of traffic entering and exiting the Project.
Compared to the previously evaluated right -in/right-out only configuration, the addition of a northbound left turn ingress movement allows a portion of northbound traffic on La Sierra Avenue to enter the Project directly rather than continuing to downstream to Alhambra Avenue to complete a U-turn before accessing the site. Conversely, outbound Project traffic remains restricted to right - turn movements only, requiring all vehicles desiring to travel southbound to exit the Project via a right turn and complete a downstream U -turn movement at Francisco Place consistent with the proposed access restrictions.
The revised Project trip distribution pattern is illustrated on Exhibit 2, which reflects the directional percentages utilized for this focused evaluation. The revised distribution serves as the basis for the Project traffic assignments and subsequent operational analyses.
PROJECT TRIP ASSIGNMENT
The assignment of traffic from the Project area to the adjoining roadway system is based upon the Project trip generation , trip distribution, and the arterial highway and local street system improvements that would be in place by the time of initial occupancy of the Project. The revised Project trip assignment was developed by applying the Project trip generation summarized in Tables 1 and 2 to the revised trip distribution illustrated on Exhibit 2.
Exhibit 3 presents the resulting Project -only traffic volumes for the AM peak hour, mid -day peak hour, and PM peak hour. These traffic volumes reflect only the redistribution of Project -generated traffic associated with the proposed RIRO/LI driveway configuration. Total Project traffic remains unchanged from the approved 2025 Traffic Study.

BAKCGROUND (2028) WITH PROJECT
TRAFFIC FORECASTS
Background (2028) With Project traffic forecasts were developed using the same forecasting methodology presented in the approved 2025 Traffic Study. Background traffic includes ambient traffic growth and cumulative development traffic consistent with the assumptions previously approved by the City. The revised Project traffic volumes developed for this memorandum were then added to the Background (2028) Without Project traffic forecasts to produce the Background (2028) With Project traffic conditions.
Exhibit 4 presents the resulting Background (2028) With Project traffic volumes for the AM peak hour, mid-day peak hour, and PM peak hour utilizing the proposed RIRO/LI access configuration.
Because no changes are proposed to the Project land use or trip generation, the only difference between the forecasts presented in this memorandum and those contained in the approved 2025 Traffic Study is the redistribution of Project traffic associated with the revised access configuration.
INTERSECTION OPERATIONS ANALYSIS
Intersection operations were evaluated for the site-adjacent intersections to determine whether the proposed RIRO/LI access configuration would continue to operate acceptably under Background (2028) With Project traffic conditions.
The operational analysis results are summarized in Table 3. As shown, the proposed stop-controlled Project driveway is anticipated to operate at acceptable levels of service (LOS) during all analyzed peak periods. Likewise, the adjacent intersection of La Sierra Avenue and Francisco Place continues to operate acceptably with no operational deficiencies resulting from the revised traffic distribution.
Because the proposed access modification only redistributes Project traffic and does not increase total Project trips, the remaining study intersections evaluated in the approved 2025 Traffic Study would either experience identical traffic volumes or minor reductions in conflicting turning movements. Consequently, additional operational analyses at those intersections were not necessary for this focused evaluation. Intersection operations analysis worksheets are provided in Appendix 1.

TRAFFIC SIGNAL WARRANT ANALYSIS
A traffic signal warrant analysis was conducted for the unsignalized intersection of La Sierra Avenue and Francisco Place to determine whether the revised Project traffic distribution associated with the proposed RIRO/LI access configuration would warrant future signalization. Consistent with the approved 2025 Traffic Study, the analysis was performed in accordance with the California Manual on Uniform Traffic Control Devices (CA MUTCD) using Warrant 3 – Peak Hour (70 Percent Factor) under Background (2028) With Project traffic conditions.
Traffic signal warrant analyses were conducted for the weekday AM, Mid-Day, and PM peak hours using the revised Project traffic volumes developed for this memorandum. The resulting warrant worksheets are provided in Appendix 2.
As shown in the warrant analyses, the intersection of La Sierra Avenue and Francisco Place does not satisfy the requirements of CA MUTCD Warrant 3 during any analyzed peak period. Under Background (2028) With Project conditions, the highest -volume minor street approach remains substantially below the minimum threshold necessary to justify installation of a traffic signal.
The revised RIRO/LI access configuration does not generate sufficient side-street traffic to satisfy the minimum volume requirements for traffic signal installation. Accordingly, installation of a traffic signal at La Sierra Avenue and Francisco Place is not warranted under the evaluated Background (2028) With Project traffic conditions.
QUEUING ANALYSIS
A queuing analysis was performed to evaluate the proposed northbound left turn lane serving Driveway 1 under Background (2028) With Project conditions. The results are summarized in Table 4.
The analysis indicates that no peak hour queuing deficiencies are anticipated with the proposed RIRO/LI access configuration. The highest projected 95th percentile queue occurs for the northbound left turn movement during the PM peak hour, with a maximum queue length of 36 feet.
Based on these results, the proposed 50-foot left turn storage length provides sufficient storage to accommodate the projected queues while maintaining acceptable operations. Accordingly, no queuing deficiencies are anticipated under the proposed access configuration. Analysis worksheets are provided in Appendix 3.

SITE ACCESS
Based on the analyses presented herein, the proposed RIRO/LI access configuration is capable of accommodating Project traffic while maintaining acceptable operational and queuing conditions.
As illustrated on Exhibit 5, the proposed access improvements include reconstruction of the existing landscaped median along La Sierra Avenue to provide a dedicated northbound left turn lane serving Driveway 1. The recommended improvements include the following which are also graphic ally reflected in Exhibit 6:
• Construction of a northbound left turn pocket with a minimum 50-foot storage length; • Construction of the associated minimum 90-foot transition taper into the left turn lane; • Installation of stop control on the Project driveway for outbound traffic; • Restriction of Driveway 1 to RIRO/LI operations (no left-out movement); and • Retention of Somervale Drive as a right-in/right-out only access.
It should be noted that the 123-foot deceleration lane shown in Exhibit 6 essentially accommodates an additional 33-feet on the left turn pocket for a total of 8 3-feet of storage . The recommended median modifications have been designed to minimize impacts to the existing landscaped median while providing adequate storage for projected turning movements. The proposed improvements are not anticipated to interfere with the existing southbound left turn movement at Francisco Place and provide an efficient balance between access to the Project and maintaining traffic operations along La Sierra Avenue.
SUMMARY OF FINDINGS
This Technical Memorandum evaluated a revised site access configuration for the proposed Project consisting of a RIRO/LI driveway at Driveway 1 on La Sierra Avenue. The analysis supplements the previously approved 2025 Traffic Study by evaluating the redistribution of Project traffic associated with the proposed access modification. No changes are proposed to the Project land uses, residential unit count, or trip generation.
Based on the analyses presented herein, the following findings are made:
• The proposed access modification does not increase Project traffic generation but instead redistributes Project traffic to accommodate a northbound left turn ingress while continuing to prohibit left turn egress from the Project.
• The revised trip distribution was incorporated into the Background (2028) traffic forecasts using the same methodologies, assumptions, and background traffic conditions utilized in the approved 2025 Traffic Study to provide a direct comparison between the evaluated access alternatives.
• The proposed stop-controlled Project driveway operating as a RIRO/LI access is anticipated to operate acceptably during the AM, Mid -Day, and PM peak hours with no operational deficiencies identified.

• The adjacent intersection of La Sierra Avenue and Francisco Place is also anticipated to continue operating acceptably under Background (2028) With Project conditions. Because the proposed access modification only redistributes Project traffic, the remaining study intersections evaluated in the approved 2025 Traffic Study would operate at the same or better conditions and therefore were not reanalyzed as part of this focused memorandum. • A traffic signal warrant analysis was performed for the intersection of La Sierra Avenue and Francisco Place in accordance with the latest California MUTCD. The analysis demonstrates that the proposed access modification does not generate sufficient side-street traffic to satisfy the requirements of Warrant 3 (Peak Hour) during the AM, Mid-Day, or PM peak hours.
Therefore, installation of a traffic signal is not warranted under Background (2028) With Project conditions.
• The queuing analysis indicates that the proposed access configuration would not result in any peak-hour queuing deficiencies. The maximum projected 95 th percentile queue for the
proposed northbound left turn movement is 36 feet during the PM peak hour. Accordingly, the proposed 50 -foot left turn storage length provides adequate storage to accommodate anticipated queues.
• The recommended site access improvements include reconstruction of the existing landscaped median to provide a dedicated northbound left turn lane serving the Project, including a 50-foot storage pocket and minimum 90-foot transition taper, while maintaining Somervale Drive as a right -in/right-out only access. The proposed improvements are intended to minimize modifications to the existing median and are not anticipated to interfere with the existing southbound left turn lane serving Francisco Place.
Based on the analyses presented in this memorandum, the proposed RIRO/LI access configuration at Driveway 1 provides an operationally acceptable alternative that maintains efficient access to the Project while preserving acceptable traffic operations along La Sierra Avenue. The analysis demonstrates that the revised access configuration can accommodate the Project's traffic demand without creating intersection operational or queuing deficiencies and represents a viable alternative for consideration by the City Council.
