RECOMMENDATIONS:

That the City Council:

Reject the bid submitted by JMJ Construction of Temecula, CA as non-responsive; Award a Construction Agreement from Request for Bids No. 8248 with Jaynes Brothers Construction, Inc. of Newbury Park, CA for the removal and installation of playground equipment at Orange Terrace Community Park, in the amount of $125,252.37; and Authorize the City Manager, or designee, to execute the Construction Agreement with Jaynes Brothers Construction, Inc., including making minor and non-substantive changes.

BACKGROUND:

On May 12, 2026, City Council approved the purchase of new playground equipment for Orange Terrace Community Park from the OMNIA cooperative contract #R220203 from Pacific Play Systems, Inc. of Carlsbad, CA in the amount of $213,960.

DISCUSSION:

The Parks, Recreation and Community Services Department is committed to maintaining playgrounds at park sites to promote safety and recreational opportunities for children. Playgrounds are highly valued in the City of Riverside and often serve as the heart of a public neighborhood park. This investment will revitalize the park and create a positive gathering space for children, parents, and grandparents to build a strong community.

The northwestern playground at Orange Terrace Community Park was constructed approximately twenty-five years ago and is due for replacement to continue providing a safe and engaging place for kids and families to play. The new equipment will include integrated overhead shade to mitigate intense heat and UV exposure.

Purchasing Overview
On May 12, 2026, the City’s Purchasing Division (Purchasing) issued Request for Bids (RFB) No. 8248 on PlanetBids seeking prospective bidders to remove and install playground equipment at Orange Terrace Community Park, with consideration of the additive services for resilient surfacing.
