RECOMMENDATIONS:
That the City Council:
Approve a Services Agreement with J. K. Miklin, Inc. dba Yamada Enterprises of Huntington Beach, CA for the Purchase, Delivery and Installation of Contract Library Furniture for the new SPC Jesus S. Duran Eastside Library in the amount of $472,429.60; and Authorize the City Manager, or designee, to execute the Agreement with J. K. Miklin, Inc. dba Yamada Enterprises including making minor and non-substantive changes.
BACKGROUND:
On August 5, 2025, the City Council awarded Bid No. 8165 to Horizons Construction Company for demolition, hazardous material abatement, and construction of the new SPC Jesus S. Duran Eastside Library located at 2060 University Avenue. The City Council approved a construction contract in the amount of $16,128,715 and a 10% contingency of $1,612,872 for a total project amount not to exceed $17,741,587. The approved project budget also included funding for furniture, fixtures and equipment (FF&E) necessary to furnish and equip the new library facility.
Library and City staff met on several occasions with the design team during the design phase of the project to select the FF&E. After extensive discussions and consideration of design elements, library programming, technology needs, spatial requirements, operational functionality, and interior finishes, Library and City staff determined that the FF&E to be purchased from the vendors identified in this report best meet the needs of the new SPC Jesus S. Duran Eastside Library and the Riverside community. The approved project budget included approximately $1,137,515 for FF&E purchases to ensure the facility is fully operational upon opening.
DISCUSSION:
Construction of the new SPC Jesus S. Duran Eastside Library is currently underway at 2060 University Avenue. Upon completion of construction, Library staff will undertake a transition period that includes installation of furniture, fixtures and equipment (FF&E), technology deployment, collection placement, staff relocation, operational testing, and other activities necessary to prepare the facility for public occupancy and library services.
Single Source Purchase
The procurement, delivery, and installation of standardized library furniture and seating for the SPC Jesus S. Duran Eastside Library will be executed as a Single Source purchase. The scope of work includes receiving, uncrating, assembling, placement of all items according to approved floor plans, and coordination with the general contractor for installation scheduling. This single source has been authorized under Approval No. 26547541.
The Riverside Public Library needs to procure this furniture through Yamada Enterprises to ensure the strict standardization of our library branding. Yamada has successfully provided furniture for the new Main library and other library locations. Procuring from a single source guarantees a consistent look, feel, and quality across all our branches. Utilizing Yamada allows the City to seamlessly match the established aesthetic of our existing branches. Moving forward with them ensures the City maintains strict visual consistency across its facilities while leveraging the efficiency gained from Yamada's historical knowledge of specific library standards.
To ensure the City receives fair and reasonable pricing, proposed costs are evaluated against current market pricing to guarantee the City achieves the best value. To further control costs, the Library team takes a very hands-on approach to the furniture specification process, intentionally selecting items that meet strict standardization requirements while remaining reasonably priced to stay within budget.
Purchasing Overview
This action is pursuant to Purchasing Resolution 24101, Section 602 which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances...(d) When the Procurement can only be obtained timely from a Single Source and the Manager is satisfied that the best price, terms and conditions for the Procurement thereof have been negotiated." The Purchasing Manager concurs that the recommended action complies with Purchasing Resolution No. 24101.
FISCAL IMPACT:
The fiscal impact of this action is $472,429.60, plus a 10% contingency of $47,242.96, for a total amount not to exceed $519,672.56. The overall projected cost of the SPC Jesus S. Duran Eastside Library Project was approved by the City Council on August 5, 2025, in the amount of $21,479,105. The approved project budget included funding for furniture, fixtures and equipment (FF&E) necessary to furnish and equip the new library facility. Upon City Council approval, sufficient funds will be available in the Measure Z Capital Fund, Eastside Library Project Account 9907400-440220 to support this purchase.
