City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: SEPTEMBER 15, 2026 FROM: RIVERSIDE PUBLIC LIBRARY WARD: 1 SUBJECT: PURCHASE OF LIBRARY SHELVING FOR DURAN EASTSIDE LIBRARY FROM YAMADA ENTERPRISES OF HUNTINGTON BEACH, CALIFORNIA IN THE AMOUNT OF $300,607.58 ISSUE:
Consider approving the purchase of Library Shelving for Duran Eastside Library from Yamada Enterprises of Huntington Beach, California in the amount of $300,607.58.
RECOMMENDATIONS:
That the City Council:
Approve the purchase of Library Shelving for Duran Eastside Library from Yamada Enterprises of Huntington Beach, California in the amount of $300,607.58; and Authorize the City Manager, or designee, to execute the purchase with Yamada Enterprises including making minor and non-substantive changes.
BACKGROUND:
On August 5, 2025, the City Council awarded Bid No. 8165 to Horizons Construction Company for demolition, hazardous material abatement, and construction of the new SPC Jesus S. Duran Eastside Library located at 2060 University Avenue. The overall projected cost of the SPC Jesus S. Duran Eastside Library Project was approved by the City Council on that date in the amount of $21,479,105. The approved project budget included approximately $1,137,515 for furniture, fixtures, and equipment (FF&E) necessary to furnish and equip the new library facility to ensure it is fully operational upon opening.
Library and City staff met extensively with the design team during the project's design phase to select the appropriate FF&E, taking into consideration design elements, operational functionality, and spatial requirements.
DISCUSSION:
Construction of the new SPC Jesus S. Duran Eastside Library is currently underway. Upon completion, Library staff will execute a transition period involving collection placement and the installation of necessary fixtures.
The Riverside Public Library needs to procure this highly specialized shelving through Yamada Enterprises to ensure the strict standardization of our library branding and collection management needs. Because standardized library shelving is peculiar to the operational needs of the Library Department, this procurement qualifies as an "Other Need" under the Library Exception. Yamada has successfully provided shelving for the new Main Library and other library locations. Procuring from them guarantees a consistent look, feel, and quality across all our branches. Moving forward with Yamada ensures the City maintains strict visual consistency across its facilities while leveraging the efficiency gained from their historical knowledge of our specific library standards.
To ensure the City receives fair and reasonable pricing, proposed costs have been evaluated against current market pricing. The Library team has taken a hands-on approach to the specification process to intentionally select items that meet standardization requirements while remaining within budget.
