City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: SEPTEMBER 22, 2026 FROM: PUBLIC WORKS DEPARTMENT WARD(S): ALL SUBJECT: PROFESSIONAL CONSULTANT SERVICES AGREEMENT FROM RFP NO. 2550 WITH DATA TICKET, INC., OF IRVINE, CALIFORNIA, FOR ADMINISTRATIVE CITATION PROCESSING SERVICES FOR THE TERM OF THREE (3) YEARS, IN THE AMOUNT OF $1,248,739.50 ISSUE:

Consider approving the Professional Consultant Services Agreement from RFP No. 2550 with Data Ticket, Inc., of Irvine, California, for Administrative Citation Processing Services for the term of three (3) years, in the amount of $1,248,739.50.

RECOMMENDATIONS:

That the City Council:

Approve the Professional Consultant Services Agreement from RFP No. 2550 with Data Ticket, Inc. of Irvine, California, for Administrative Citation Processing Services for the term of three (3) years, in the amount of $1,248,739.50; and Authorize the City Manager, or designee, to execute the Agreement with Data Ticket, Inc., including making minor and non-substantive changes, including term extensions up to two one-year terms, subject to the availability of budgeted funds.

BACKGROUND:

The City utilizes administrative citation processing services to support enforcement activities performed by Parking Services, Code Enforcement and Animal Services. These services provide the administrative infrastructure necessary to process citations throughout their lifecycle, including citation entry and maintenance, payment processing, correspondence, administrative reviews and hearings, Department of Motor Vehicles (DMV) transactions, delinquent account processing, financial reconciliation, reporting, customer service, and related technology services.

Data Ticket, Inc. currently provides citation processing services to the City. City staff evaluated the operational needs of the participating departments and determined that a new competitive procurement was necessary to ensure continuity of services while establishing an updated scope of work that better reflects the growth and evolving needs of the City's citation programs.

The updated scope was developed collaboratively to provide a comprehensive and scalable citation management solution for Parking Services, Code Enforcement, and Animal Services. Although all three programs utilize citation processing services, Parking Services represents the largest portion of citation activity. The RFP anticipated the processing of upwards of 90,000 citations annually across the participating programs.

The procurement was intended to provide the City with a centralized approach to citation administration that can accommodate changing citation volumes, regulatory requirements, technology needs, and the operational demands of the participating departments.

Purchasing Overview
On April 16, 2026, the City’s Purchasing Division (Purchasing) issued Request for Proposals (RFP) No. 2550 on PlanetBids seeking prospective proposers to provide comprehensive citation lifecycle management services supporting the City of Riverside's Parking Services, Code Enforcement, and Animal Services programs.

The solicitation notification is summarized in the table below:

1 A total of 65 questions were received from prospective proposers, and 1 addendum was posted. RFP No. 2550 closed on May 14, 2026, with a total of 1 response. Purchasing sent out a questionnaire to receive feedback from the prospective proposers on why the RFP was downloaded but failed to provide a proposal submission. The responses received included some firms determined the scope of services were outside their solution offerings, while others cited the bid closing as a factor in their decision not to submit a proposal. The response was found to be responsive and responsible.

Under the guidance of Purchasing, 2 City staff from Public Works, 2 City staff from Code Enforcement, and 1 City staff from Innovation and Technology, evaluated the proposals for 1 round, which resulted in Data Ticket, Inc. ranking No. 1. The evaluation criteria, total points and rankings for each evaluation round are summarized in the tables below.

1 The pricing identified in Bid Lines 1–12 represents the vendor’s base citation-processing services. These line items include the standard activities associated with the initial receipt, entry, updating, and processing of citation information. However, the recommended award amount reflects the anticipated cost of providing the complete citation lifecycle management services necessary to support the City’s Parking Services, Code Enforcement, and Animal Services citation programs.

Citation processing extends beyond the initial entry of a citation and may require additional services depending on the circumstances and status of each individual citation. The processing requirements may vary based on whether a citation is paid, remains unpaid, is appealed or dismissed, becomes delinquent, qualifies for an indigent payment plan, or requires additional collection efforts. Throughout the citation lifecycle, the citation processor is responsible for maintaining accurate records and processing each citation in accordance with applicable legal, regulatory, and administrative requirements.

Additional lifecycle services may include, but are not limited to:

Maintaining and hosting citation records, payment histories, correspondence, hearing information, supporting documentation, and account activity; Processing payments, payment plans, refunds, adjustments, dismissals, and delinquent accounts; Managing administrative reviews, hearing requests, appeal determinations, and related notices; Submitting eligible unpaid parking citations to the California Department of Motor Vehicles for registration holds and processing subsequent releases or status updates; Referring eligible delinquent accounts to collection programs, including the Franchise Tax Board Interagency Intercept Collection Program, when applicable; Performing collection-related data processing, account updates, correspondence, reconciliation, and reporting; Providing online payment, appeal, inquiry, and customer-service functionality; Processing required notices and correspondence throughout the various stages of the citation lifecycle; and Maintaining the data, system integrations, reporting, security, and administrative support necessary to operate all three City citation programs.

The recommended award amount was developed based on an estimated annual volume of approximately 85,000 citations and includes both the base services identified in Bid Lines 1–12 and the additional lifecycle services that may be required as citations progress through payment, appeal, delinquency, Department of Motor Vehicles processes, collection activities, and record-retention requirements.

Because each citation may follow a different processing path, the contract amount is not determined by applying a single processing fee to every citation. Instead, the recommended award amount represents the estimated maximum contract value necessary to provide the full range of services anticipated during the contract term, based on historical citation activity, projected citation volumes, and the potential processing actions associated with the City’s citation programs.

The award amount establishes the contract’s not-to-exceed value. The City will only be invoiced for services actually performed and transaction volumes processed in accordance with the approved pricing schedule.

This action is pursuant to Purchasing Resolution 24421, Section 508 which states, “Contracts procured through Formal Procurement shall be awarded by the Awarding Entity to the Lowest Responsive and Responsible Bidder, except that…(c) Contracts procured through Formal Procurement for Services or Professional Services, where a Request for Proposals or Request for Qualifications was used to solicit Bids, shall be awarded by the Awarding Entity in accordance with the evaluation criteria set forth in the Request for Proposals or Request for Qualifications.” The Purchasing Manager concurs that the recommended action is compliant with Purchasing Resolution 24421.
