BACKGROUND:
Cardiac monitors and defibrillators are essential to the advanced life support care provided by Riverside Fire Department paramedics. These devices allow personnel to assess cardiac rhythms, obtain and transmit diagnostic information, monitor vital signs, deliver defibrillation, and support the treatment of patients experiencing life-threatening medical emergencies.
The Department's current LIFEPAK 15 cardiac monitors were purchased in 2017 and are now nine (9) years old and are at the end-of-life and no longer serviceable.
DISCUSSION:
The current cardiac monitors are at the end of their serviceable life and have shown increasing signs of wear and deterioration. Multiple frontline monitors have recently required repair, impacting the Fire Department's reserve inventory, leaving monitors scarcely available. Due to the end-of-life of the current cardiac monitors continuing to rely on aging monitors increases the risk of equipment downtime and could affect the Department's ability to maintain sufficient frontline and reserve units.
In the FY2026/27 budget funding was provided to lease cardiac monitors. The proposed lease will replace the Department's existing monitors with twenty-nine (29) LIFEPAK 35 cardiac monitors. Standardizing the replacement across the Department will maintaining a consistent platform for frontline response, reserve coverage, training, and maintenance. As part of the transaction, the existing LIFEPAK 15 monitors will be returned to Stryker, providing a $216,000 trade-in credit that has been applied to the proposed cost. Additionally, the new LIFEPAK 35 cardiac monitors will include a five (5) year ProCare service and maintenance package.
Approval of the lease will allow the Department to replace its aging equipment before reliability and repair issues further affect operational readiness.
