RECOMMENDATIONS:

That the City Council:

Award Agreement for Construction from RFB No. 8260 with Crosstown Electrical & Data, Inc. of Chino, California, for Highway Safety Improvement Program Cycle 12 – Citywide Traffic Signal Controller Replacement Project, Phase 2 for the term of ninety (90) working days after the commencement date specified in the Notice to Proceed, in the amount of $2,135,800; Authorize a 10% change order authority, in the amount of $213,580, to be used if unforeseen conditions, changes in scope, or other necessary modifications arise during the project; With at least five affirmative votes, authorize the Chief Financial Officer, or designee, to record a supplemental appropriation in the amount of $858,570 in the Measure A Fund, Signal Controller Upgrades project expenditure account from available fund balance; and Authorize the City Manager, or designee, to execute the Agreement for Construction with Crosstown Electrical & Data, Inc., including making minor and non-substantive changes, subject to the availability of budgeted funds.

BACKGROUND:

The purpose of the Federal Highway Safety Improvement Program (HSIP) is to achieve a significant reduction in traffic fatalities and serious injuries on public roads. Agencies are eligible to receive up to $10 million in grant funds for Benefit-Cost Ratio (BCR) applications and up to $1 million in grant funds for multiple Set-Aside applications through this program.

On September 17, 2024, the City Council authorized City Staff to submit multiple grant applications under the Fiscal Year 2024 HSIP Cycle 12 Grant program, with a combined project total amount not to exceed $12,000,000.

In September 2024 the Public Works Department submitted three highly competitive grant applications for the construction of 160 new traffic signal controllers, installation of pedestrian median fencing, audible pedestrian push button systems, high visibility crosswalks, multi-way stop sign compliance improvements, and Class II buffered bike lane enhancements along Van Buren Boulevard from Arlington Avenue to Magnolia Avenue.

The City received the official 2024 HSIP Cycle 12 Grant Award notification on February 21, 2025 and accepted the awarded grant funds at the April 22, 2025 City Council meeting.

DISCUSSION:

With the successful grant award notification of $798,800 Thousand Dollars ($1.5976 Million Total Project cost) under the CALTRANS FY 2024 HSIP Cycle 12 Grant Program, the City has been awarded state funds to construct 156 new traffic signal controllers citywide. Project included in the grant project align with the City’s Strategic Plan, the Riverside P.A.C.T., and the Local Roadway Safety Plan (L.R.S.P.).

The 2024 HSIP Cycle 12 grant project aims to improve traffic safety for vulnerable road users, decrease or eliminate traffic collisions, and encourage active transportation for residents and business patrons citywide.

The traffic safety improvements consist of much needed replacement of one hundred fifty-six (15) antiquated signal controllers at various signalized intersections citywide.

The project locations are close to schools, parks, medical facilities, employment centers, and commercial retail shopping centers. The recommended improvements support community requests received from public outreach efforts to improve traffic safety and multimodal connectivity.

The proven traffic safety countermeasures are expected to reduce the frequency and/or severity of traffic collisions as well as improve traffic signal synchronization efforts, multimodal connectivity, enhance safety and mobility for residents, and improve public health by encouraging increased walking, biking, and a more active lifestyle. The combined effects would also reduce greenhouse gas emissions as traffic delays are expected to be reduced.

Funding Opportunities
The city is coordinating with Caltrans, the grant administrators, to determine if additional grant funding is available in addition to the original grant award given the costs of the lowest responsive and responsible construction bid exceeded the original budgeted amount in the grant application.

To avoid delays in the award of the construction contract and to move forward with the construction project, city staff is requesting City Council to approve the full supplemental appropriation amount of $858,570 to cover the additional difference in construction costs.

If Caltrans provides additional grant funds to cover all or some of the additional unanticipated construction costs, then city staff will go back to City Council to accept any additional grant funds at a future City Council meeting and return any supplemental funds back to the general fund.

Historically, Caltrans has provided additional grant funds that are consistent with the percentage of the original grant award project designation. For this project, the original grant funds were equivalent to city match funds (a 50%-50% split). Thus, the best-case scenario is that the city receives up to an additional grant fund of $429,285, which is 50 percent of the additional total amount of $858,570 to advance the construction project.

Purchasing Overview
On July 15, 2026, the City’s Purchasing Division (Purchasing) issued Request for Bids (RFB) No. 8260 on PlanetBids seeking prospective bidders to replace existing traffic signal controller equipment, software, and hardware at various Citywide signalized intersections, install and integrate new Model ATC FLeX II rack-mounted traffic signal controllers with Omni eX Controller Software into the City’s ATMS central system, and provide related consultant services for database conversion and system integration.
