City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: October 6, 2026 FROM: FIRE DEPARTMENT WARDS: ALL SUBJECT: MEASURE Z PUBLIC SAFETY VEHICLE REPLACEMENT — GOODS AGREEMENT FOR THE PURCHASE OF ONE (1) KME TILLER TRUCK UNDER SOURCEWELL CONTRACT NO. 082025-RVG WITH FIRE APPARATUS SOLUTIONS OF RIALTO, CALIFORNIA, IN THE AMOUNT OF $2,817,780.73 ISSUE:

Consider awarding the Goods Agreement for the purchase of one (1) KME Tiller Truck under Sourcewell Contract No. 082025-RVG with Fire Apparatus Solutions of Rialto, California, in the amount of $2,817,780.73.

RECOMMENDATIONS:

That the City Council:

Award the Goods Agreement for the purchase of one (1) KME Tiller Truck under Sourcewell Contract No. 082025-RVG with Fire Apparatus Solutions of Rialto, California, in the amount of $2,817,780.73; and Authorize the City Manager, or designee, to execute the Agreement with Fire Apparatus Solutions including making minor and non-substantive changes.

BACKGROUND:

The Measure Z Five -Year Spending Plan was adopted by the City Council on May 16, 2017. The spending included in that plan was approximately $14.5 million in the Fire Department vehicle replacement costs over the first five years, including a one- time infusion of 16 vehicles that were to be financed over 10 years, consisting of eight fire engines, two tiller trucks, one straight truck, two water tenders, one brush truck and two squads. All Measure Z fire apparatuses are currently in service.

On May 3, 2022, the Council approved a review of the Measure Z spending plan, allocating $23.4 million for the replacement and maintenance of fire vehicles over five fiscal years, and in fiscal year (FY) 2026/27 $5.4 million to the vehicle replacement plan. With this funding, the department is seeking approval to purchase one (1) KME TILLER TRUCK.

The Fire Department maintains a front-line aerial apparatus fleet consisting of three tiller trucks and one rear-mount aerial ladder truck, supported by two additional reserve truck companies. The reserve apparatus provide operational continuity when front-line trucks are unavailable due to maintenance, repairs, or other service needs.

A tiller truck differs from a traditional rear-mount aerial ladder apparatus in that the 100-foot aerial ladder is mounted on a tractor-drawn trailer with a separate tiller operator responsible for steering the rear of the apparatus. This configuration provides enhanced maneuverability and a tighter turning radius, allowing the apparatus to more effectively navigate narrow streets, intersections, and confined spaces commonly encountered in urban environments.

Based on the City’s size, urban development, response demands, and the need to maintain adequate aerial coverage, the Fire Department should maintain a minimum of four front-line truck companies strategically located throughout the City. The front-line apparatus should be supported by two reserve truck companies to maintain service continuity during scheduled maintenance, repairs, or extended out-of-service periods.

DISCUSSION:

Per National Fire Protection Association (NFPA) standards, the useful life expectancy of a tiller truck is 10-15 years in frontline service and up to 10 years in reserve service, depending on the maintenance costs of the unit.

The truck that is going to be replaced meets the NFPA guidelines as summarized in the following table.

Model:

AM/LAF S60
In Service Date:
2006
Mileage:
85,124
Cost of Apparatus:
$533,362
Life to Date Maintenance Cost:
$507,534
The Tiller Truck being replaced meets the NFPA guidelines and will be deemed surplus and appropriately liquidated by the General Services Department following decommissioning.

The KME Tiller Truck will be purchased from Fire Apparatus Solutions, the sole provider for KME Fire Engines in Southern California. Rev Group, Inc. is the parent company that manufactures the KME Fire Apparatus.
