City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: OCTOBER 6, 2026 FROM: FIRE DEPARTMENT WARDS: ALL SUBJECT: SERVICES AGREEMENT FROM SOURCEWELL COOPERATIVE AGREEMENT NO. 011124-GAL WITH GALLS, LLC OF LEXINGTON, KENTUCKY FOR RIVERSIDE FIRE DEPARTMENT STATION UNIFORMS AND ACCESSORIES FOR A THREE-YEAR TERM IN THE AMOUNT OF $443,733 ISSUE:

Consider approving Services Agreement utilizing Sourcewell Cooperative Agreement No. 011124-GAL with Galls, LLC of Lexington, Kentucky for Riverside Fire Department Station Uniforms and Accessories for a three-year term in the amount of $443,733.

RECOMMENDATIONS:

That the City Council:

Approve Services Agreement from Sourcewell Cooperative Agreement No. 011124-GAL with Galls, LLC of Lexington, Kentucky for Riverside Fire Department Station Uniforms and Accessories for a three-year term in the amount of $443,733; and Authorize the City Manager, or designee, to execute the Agreement with Galls, LLC including making minor and non-substantive changes.

BACKGROUND:

The Riverside Fire Department provides required station uniforms and related uniform accessories to Department personnel. Standardized uniforms are necessary to maintain a consistent professional appearance, provide personnel with appropriate work apparel, and ensure that uniform items meet the Department's established specifications and operational requirements.

Galls, LLC provides public safety uniforms, apparel, equipment, and related services to governmental agencies. Galls was awarded Sourcewell Contract No. 011124-GAL following a competitive public solicitation for uniforms with related products and services. The Sourcewell cooperative purchasing contract provides eligible governmental entities with access to competitively solicited products, services, and pricing.

The Fire Department requires an ongoing source for station uniforms and accessories to support existing personnel, newly hired employees, promotions, replacement of worn or damaged uniform items, and other operational uniform needs.

DISCUSSION:

The proposed Services Agreement with Galls LLC will provide the Riverside Fire Department with station uniforms and accessories for a three-year term.

Under the agreement, Galls will furnish the labor, materials, equipment, uniforms, accessories, and related services necessary to meet the Department's uniform requirements. The Scope of Services includes a variety of uniform items used by Fire Department personnel, including station pants, uniform trousers, Class A and Class B pants, long- and short-sleeve uniform shirts, and associated uniform accessories and applications.

The three-year agreement establishes the following annual not-to-exceed amounts:

Agreement Year
Not-to-Exceed Amount
Year 1
$143,561
Year 2
$147,868
Year 3
$152,304
Total
$443,733
The agreement provides the Fire Department with a standardized mechanism for purchasing station uniforms and accessories throughout the term while maintaining consistency with the Department's established uniform specifications.

Galls, LLC was competitively awarded Sourcewell Contract No. 011124-GAL for uniforms with related products and services. Sourcewell cooperative contracts are available to eligible municipal and other governmental entities. Utilizing the competitively solicited cooperative contract provides the City with an established procurement mechanism for the acquisition of the required uniforms and related products.

The proposed City agreement further establishes the specific terms applicable to the Riverside Fire Department, including the Department's scope of services, annual compensation limits, insurance requirements, indemnification provisions, and other City contractual requirements.
