City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: OCTOBER 6, 2026 FROM: HUMAN RESOURCES DEPARTMENT WARDS: ALL
SUBJECT: INTERIM APPOINTMENT AND APPROVAL OF EMPLOYMENT AGREEMENT AND RESOLUTION WITH ERIC C. CROCKETT TO SERVE AS INTERIM REAL PROPERTY SERVICES MANAGER FOR THE COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT ISSUE:
The issue for City Council consideration is to approve the Employment Agreement between the City of Riverside and Eric C. Crockett, setting forth the terms and conditions of employment as the Interim Real Property Services Manager in the Economic Development Department and adopt the Resolution required under CalPERS for appointment of a retired annuitant as Interim Real Property Services Manager.
RECOMMENDATIONS:
That the City Council:
Approve and authorize the Interim City Manager to execute the attached Interim Real Property Services Manager Agreement with Eric C. Crockett to begin employment on October 7, 2026 at the hourly rate of pay of $101.85 for all hours worked during Interim assignment; and Adopt the Resolution appointing Interim Real Property Services Manager pursuant to Government Code Section 21221(h) and approving the corresponding employment agreement.
BACKGROUND:
The City is actively recruiting for one recently vacant full-time Real Property Services Manager over Real Property Services to fill the existing vacancy. The recruitment process for the permanent Real Property Services Manager may take several months. While the recruitment process is underway, the Interim City Manager has a need to identify and appoint an experienced and highly qualified retired annuitant to serve as interim Real Property Services Manager to provide the necessary support to the Real Property Services division and ensure that the business of the City continues to be performed until a new Real Property Services Manager is identified. Mr. Crockett is highly qualified to serve in an interim role with over 30 years of experience in the public sector working for the City of Chula Vista in various positions, including Deputy City Manager and Director of Economic Development.
FISCAL IMPACT:
The contract will be funded through salary savings in the Community and Economic Development Department. The estimated fiscal impact for FY 2026/27 for the appointment is up to approximately $97,776.
