DISCUSSION:
Salary Adjustments:
California Minimum Wage Increase
Effective January 1, 2027, the State of California will increase the minimum wage from $16.90 to $17.40 per hour. In accordance with the law, the salaries of affected City classifications must be adjusted accordingly.
Additionally, the minimum wage is used as a benchmark for the salary range of the Law Clerk classification and to maintain internal parity with similar classifications, the Human Resources Department recommends aligning the salary with the Administrative/Technical Intern classifications. The associated salary increase will maintain the appropriate salary differential between minimum wage classifications and higher-level classifications.

The Public Works Department requested a review of the salary range for the Safety Officer classification. The Human Resources Department conducted a salary survey using the City’s approved Market Basket. After analyzing the survey data, data across the classification series, and internal comparable classifications the recommendation is to align the classification salary range with the existing Utilities Training and Safety Manager classification resulting in a 6.8% salary adjustment. Assistant Controller and Fiscal Manager
The Finance Department submitted a request for a salary survey to be conducted for the Assistant Controller classification. The survey was conducted utilizing the City’s approved Labor Market Basket with only one agency identified as having a comparable classification. After further review of the salary survey data, which reflects the classification is behind market average by 19% and comparable internal classifications within the Finance Department, the recommendation is to align the maximum of this classification with the Fiscal Manager classification maximum, which would adjust the salary by 15%. Title Changes:
Fire Plan Check Engineer
A title change is recommended for the Fire Plan Check Engineer. The new proposed title removes reference to “Engineer” as this classification does not perform engineering duties nor does it require an engineer license that is required of other engineering classifications. In addition, the new title is consistent with industry titling protocols for the work performed and will assist the City in attracting the right pool of candidates when recruiting. This classification is in the SEIU General bargaining unit. The recommended title change was reviewed and approved by SEIU through the meet and confer process. The title change is illustrated below:
