Good morning Brett,
Yes. The cost of the items remaining can be deducted from the amount that will be paid back to HSIP. Please include a formal letter explaining the reasons for deducting these items and include supporting documentation such as final cost estimate and final contractor pay estimate highlighting the items/costs that will be deducted from the amount to be paid back.
In addition, include the reason of why the agency has decided to remove the HAWK improvements and if any safety features will remain in place to address the original safety concern.

We are waiting for more guidance, and the outcome of the “re-purposed” materials esp. if there is no known future HSIP funded HAWK project yet.
In addition, the attached files, and emails among HQ/Eddie/City on this request will be made part of the backup documentations for the “return of funds” to CT.
Thank you for your patience and understanding.

Good afternoon Evita,
Just wanted to follow up with my previous email if there an opportunity to reduce the amount owed back to Caltrans.
While the Madison & Emerald HAWK System was a lump sum cost of $217,991.00, that cost included 4 curb ramps that are still a benefit to Active Transportation.
Could the estimated $40,000 cost towards curb ramps be deducted from the amount owed back from the City to Caltrans, for a total of $177,991.00?

Please see line item 15 in the Bid Analysis attached.
The contractor’s bid for the Madison & Emerald HAWK system was $217,991.00.
Just wanted to confirm, since we are proposing to re-purpose the equipment, is there an opportunity to reduce the amount owed back to Caltrans?

Good morning Eduardo,
Bringing up an old email and just wanted to say thank you for the guidance previously provided. 6 We are meeting again with the community regarding the HAWK signal at Madison Street & Emerald Street, installed with HSIP Cycle 7 funds. Please see project numbers below for reference:
FPN 5058(106)
Unique project ID HSIP7-08-022.
State Project No.: 0818000148L-N
Despite efforts to educate the community, they have voiced a desire to convert the HAWK back to an all-way stop controlled intersection.
The City is interested in exploring utilizing the existing overhead infrastructure to convert the HAWK to an all-way stop, supplemented with flashing red beacons, similar to the example provided below:
We understand that Caltrans requires a return of funding for a modification of the HAWK.
That said, we have the following questions:
Could you please provide more information on how to get started on that process? Since we intend to repurpose existing infrastructure, is there an opportunity to offset some of the grant funds that would be owed back?
Thanks,

Hi Craig,
We have received some guidance from the FHWA regarding the removal or modification of the HAWK signal.
In response to your questions, if the city decides to remove the HAWK, the agency will need to return the funding. Here are a few options to consider:
1. The optimal approach would be to educate the community about the safety benefits of the HAWK signal. They may come to accept it after some time and become accustomed to its operation.
2. Another option is to convert the HAWK signal to a different pedestrian safety enhancement, such as a Rectangular Rapid-Flashing Beacon (RRFB) or similar device. However, it's uncertain if the community will perceive it just like the HAWK.
3. Lastly, if the city decides to remove the HAWK signal, the agency must return the funding for installing this HAWK.
I hope this information is helpful.

After researching the project history a bit more, I may have been mistaken. It appears neither improvement was constructed with ATP funds.
One of the improvements in question is a HAWK signal at Madison & Freda, in which we had applied for ATP Cycle 4 funds, but were ultimately not awarded. This improvement was subsequently constructed using local funds.
However, another improvement is a HAWK signal at Madison & Emerald, which was constructed under HSIP Cycle

Good morning Elijah,
I hope all is well.
We had a question come up from the community regarding the possibility of removing an ATP-funded improvement (Cycle IV). The improvement is a HAWK signal and was constructed in 2023. While the community was initially supportive of the improvement, they are now opposed to it.
I have the following questions:
1. What would be the process for removal or modification?
2. Is there a time frame that the improvement must remain in place?
3. Would the City be obligated to return grant funds?
4. Would Caltrans support the conversion of the HAWK to a different traffic control device (signal or all-way stop)?
Similarly, there was a HSIP-funded HAWK signal installed nearby that the community has been opposed to. Is the process for modification the same despite different funding source? The City has been proactive with working with the community to provide the most appropriate traffic control device for their community.
Any direction would be greatly appreciated!
Thank you,

4 things they might ask:
1. They will most likely ask for an update on the railroad property and/or the property behind the library (both are vacant lots that have respective developers interested). A CAG board member called Councilmember not too long ago to ask for an update – there is no update, but they always bring that up every meeting.
2. The HAWK signals on Madison. Quick background: last year around fall, @Mustafa, Nathan and @Craig, Brett were amazing and they met with CAG members to discuss some traffic concerns. A pilot program was mentioned for no left turns on Madison leaving Emerald. I’ll defer to Nathan if there is an update. The CAG was provided with the attached update via email, this item is coming to Council on the 27th. The CAG has shared that their new position on the matter is that they would like the HAWK signals removed.
3. Freda St. residents want speed bumps – we’ve sent them the application last year, the resident in charge collected all the signatures but have decided to not turn it in yet due to some neighbors wanting to hold off. Noted, we will be ready should any questions come in related to the speed humps.
4. Cinco de Mayo Parade – another community group that goes by Villegas Park Advisory Committee will attend the meeting this week to advocate for fundraising since residents and CAG have expressed interest in holding a parade. They may request/inquire about a city sponsorship.
That is everything that comes to mind – let me know if there is anything else I can do to help. Best Regards,

Good Afternoon All,
Just a friendly reminder that there is a CAG meeting on Wednesday, 1-14, 2026 at 6pm.
Also community members a couple of things to share:
Tomorrow, January 13 at around 2pm the Riverside Fire Department will make a presentation asking the City Council to approve numerous things the department needs in order to serve our city better and one of those things is to move Station 10 (which serves Casa Blanca) to a new facility.
That station is old and small and needs to be moved to a bigger location in order to provide resources, training and accommodations for personnel and resources. CAG is being asked to attend this meeting in support of their recommendations/requests. The agenda item is #8. We hope you can make it to show support for our Fire Department, especially Station 10.
Elections for CAG members are going to take place next month. If you know of anyone that would like to take the position of Chair, Vice Chair and Secretary, please let us know at the CAG meeting. We really want to see different people take over these positions.
Thank you all and have a nice afternoon/evening.
Respectfully,
Cindy Mendoza-Collins
CAG Secretary/Community Liaison
