Staff recommends that the City Council:
1. DETERMINE that the project information provided in the Addendum will not result in significant effects on the environment, and therefore consistent with the adopted Mitigation and Monitoring Reporting Program prepared for Planning Case P14-0294 Canyon Springs Healthcare Campus Specific Plan and Amendment to the Canyon Springs Business Park Specific Plan Final Environmental Impact Report (“FEIR” or “Certified FEIR”) (State Clearinghouse No. 2016031001);
2. APPROVE PC-2025-00439 (General Plan Amendment, Specific Plan Amendment, and Zoning Code Map Amendment);
3. ADOPT a Resolution amending the General Plan Land Use Designations of APNs 291-440-008, 291-440-004, and 291-440-042;
4. ADOPT a Resolution amending the Canyon Springs Healthcare Campus Specific Plan and the Canyon Springs Business Park Specific Plan for parcels with APNs 291-440-008, 291-440-004, and 291-440-042; and
5. INTRODUCE and SUBSEQUENTLY ADOPT an Ordinance amending the Zoning Map to rezone APNs 291-440-008, 291-440-004, and 291-440-042 .
