2 1. The Community Development Block Grant (CDBG), as part of the United States Department of Housing and Urban
Development (HUD), provides annual funding to local
community development agencies for a wide range of
programs, such as infrastructure, affordable housing and economic development.
2. On May 20, 2025, the City Council approved the
recommendation from the Community and Economic
Development Department for CDBG funding for the Program Year 2025/2026.

3 CURRENT PROJECT
1. Construct street improvements including constructing new asphalt street surfaces, repairing damaged
concrete curbs, gutters, sidewalk, driveways, upgrading pedestrian ramps, and providing new signing and striping in the following CDBG areas: • Ward 1 – Tenth Street and Ottawa Avenue. – 0.38 miles • Ward 2 – Linden Street – 0.50 miles
• Ward 3 – Walter Street and Sunnyside Drive – 0.45 miles • Ward 7 – Lake Street and Randolph Street – 0.57 miles RiversideCA.gov
4 2. Construct 20 new ADA accessible pedestrian ramps at the following CDBG locations including:

resurfacing, concrete repair, pedestrian ramps, and new signing and striping at Randolph Street from Green Ave. to westerly of Rutland Ave. (non-CDBG eligible area)

9 That the City Council:
1. Award a construction contract for Bid No. 8271 for the construction of Fiscal Year 2025/2026 Community
Development Block Grant Street Improvements and
Randolph Street Improvements with Onyx Paving
Company, Inc. of Yorba Linda, California, in the amount of $3,369,000; and
2. Authorize the City Manager, or designee, to execute the construction contract with Onyx Paving Company, Inc.,
including making minor and non-substantial changes.
