City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: OCTOBER 20, 2026 FROM: GENERAL SERVICES DEPARTMENT WARDS: ALL SUBJECT: PURCHASE OF 14 CURRENT MODEL YEAR FORD F-150 TRUCKS FROM FRITTS FORD OF RIVERSIDE, CALIFORNIA, IN THE AMOUNT OF $656,290.98 FOR THE PUBLIC WORKS DEPARTMENT AND THE PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT ISSUE:

Consider approving the purchase of 14 current model year Ford F-150 trucks from Fritts Ford of Riverside, California, in the amount of $656,290.98 for the Public Works Department and Parks, Recreation and Community Services Department.

RECOMMENDATIONS:

That the City Council:

Approve the purchase of 14 current model year Ford F-150 trucks from Fritts Ford of Riverside, California, in the amount of $656,290.98; and Authorize the City Manager, or designee, to execute purchase orders, agreements and other documents necessary to complete this transaction, including making minor and non-substantive changes.

BACKGROUND:

The Public Works Street Services Division maintains public streets and related infrastructure to support the safe and efficient movement of vehicles and pedestrians. Division staff also perform weed abatement and vector-control activities that support public health and the maintenance of City rights-of-way. The Parks Division of the Parks, Recreation and Community Services Department (PRCSD) maintains City parks, trails, landscaping, recreational facilities, and other public spaces used by Riverside residents and visitors. Reliable vehicles are necessary for both divisions to transport employees, tools, equipment, and materials to work locations throughout the City.

The General Services Department, Fleet Services Division (Fleet Services), evaluates City vehicles for replacement based on age, mileage, maintenance and repair history, operating condition, reliability, departmental needs, and the cost of continued ownership. Light-duty vehicles of this type typically have an anticipated fleet service life of approximately 10 years. Timely replacement of vehicles that have reached the end of their useful lives helps reduce unplanned repairs, vehicle downtime, maintenance costs, and interruptions to departmental operations.

DISCUSSION:

The 14 vehicles proposed for replacement consist of model-year 2006 through 2017 vehicles. Of these, 13 vehicles have been in service for 12 or more years and have exceeded their anticipated 10-year service lives.

Eight of the new Ford F150 trucks will be assigned to the Public Works Department, Street Services Division, and six trucks will be assigned to PRCSD Parks Division. The F150 trucks will provide cargo-bed space, payload capacity, and operational flexibility needed to transport employees, tools, equipment, and materials used in street, weed-abatement, park, landscape, and facility-maintenance activities.

Several of the new F150 trucks will replace Ford Escapes to better align vehicle replacements with the departments’ current operational needs by providing open cargo beds and increased capacity for tools, equipment, green waste, supplies, and other materials used during field operations.
