BACKGROUND:
As a designated entitlement jurisdiction, the City of Riverside receives federal funding through the United States Department of Housing and Urban Development (HUD). Funding is administered by the Housing and Human Service Department through their Community Development Block Grant (CDBG) Division. Activities eligible for funding under the CDBG program include a wide range of programs, such as infrastructure, affordable housing, and economic development.
On May 20, 2025, the City Council approved the Fiscal Year (FY) 2025/2026 Annual Action Plan that appropriated the recommendations from the Housing and Human Service Department CDBG Division.
DISCUSSION:

The Project will resurface deteriorated pavement, reconstruct damaged concrete curbs, gutters, sidewalks, driveways, and pedestrian ramps as well as tree removals, landscape and irrigation modifications, and related traffic improvements at the following CDBG locations in Ward 1, 2, 3, 7:
FY 25/26 Ward 1 – Street improvements on Tenth Street and Ottawa Avenue.
FY 25/26 Ward 2 – Street improvements on Linden Street.
FY 25/26 Ward 3 – Street improvements on Walter Street and Sunnyside Drive.
FY 25/26 Ward 7 – Street improvements on Lake Street.
As part of the CDBG work, the Project will also construct accessible footpath improvements throughout the City as a part of the City’s ongoing effort to comply with the requirements of the Americans with Disabilities Act (ADA). The Project will improve accessibility for disabled residents by constructing twenty (20) pedestrian ramps.
The Project will also provide street maintenance improvements on Randolph Street from Green Avenue, westerly beyond Rutland Avenue to the end of street. These improvements are not eligible for CDBG funding as their limits are not located within an eligible CDBG area.
