BOARDS AND COMMISSIONS RECOMMENDATIONS:
City Planning Commission
On March 12, 2026, staff presented the General Plan Amendment, Specific Plan Amendment, and Zoning Code Map Amendment to the Planning Commission, where they were unanimously recommended for City Council approval (Attachment 1 and 2).
BACKGROUND:
The project consists of three parcels on two sites (Attachment 3):
Site 1: Two contiguous parcels totaling 3.9 acres situated on the south side of Campus Parkway between Corporate Center Place and Canyon Park Drive (APNs 291-440-008 and 291-440-004); and Site 2: A 3.9 acre portion of a single parcel, situated mid-block on the east side of Canyon Park Drive between Campus Parkway and Gateway Drive (APN 291-440-042).
All three parcels are vacant. Adjacent uses include office and commercial uses to the east, west, and north (across Campus Parkway), and vacant land to the south. Site 1 is located within the Canyon Springs Business Park Specific Plan (CSBP-SP), while Site 2 is located within the Canyon Springs Healthcare Campus Specific Plan (CSHC-SP).
As part of Site 2 parcel line configuration, a Lot Line Adjustment to take 0.73-acres from parcel 291-440-042 and add to parcel 291-440-043, to the south of the parent parcel, is currently in process and will be recorded concurrently pending the determination of the requested entitlements (Attachment 3). The lot line adjustment would leave parcel 291-440-042 with 3.9 acres.
On November 14, 2017, the City Council approved Planning Case P14-0294 (SPA) to establish the CSHC-SP and to certify the associated Environmental Impact Report (State Clearinghouse No. 2016031001). The CSHC-SP outlined a long-range Master Plan for the construction of a new healthcare campus to include a hospital, medical office buildings, assisted living facility, and senior housing.
DISCUSSION:
The applicant is requesting approval of the proposed amendments to facilitate potential future expansion of the Altura Credit Union headquarters, which is located north of Site 2. The proposed amendments will swap 3.9 acres of land from the CSHC-SP (Site 2) with 3.9 acres of land from the CSBP-SP (Site 1). No new development is proposed at this time.
To facilitate the ‘land swap’ the following entitlements have been requested:
General Plan Amendment (Attachment 4)
APN 291-440-042 from CSHC-SP – Canyon Springs Healthcare Campus Specific Plan to C – Commercial, and APNs 291-440-008 and 291-440-004 from C – Commercial to CSHC-SP – Canyon Springs Healthcare Campus Specific Plan Specific Plan Amendment (Attachment 5)
APN 291-440-042 from CSHC-SP – Canyon Springs Healthcare Campus Specific Plan to CSBP-SP Canyon Springs Business Park Specific Plan; and APNs 291-440-008 and 291-440-004 from Canyon Springs Business Park Specific Plan to the Canyon Springs Healthcare Campus Specific Plan (CSHC-SP) Rezone (Attachment 6)
APN 291-440-042 from the CSHC-SP – Canyon Springs Healthcare Campus Specific Plan to O-SP – Office and Specific Plan (Canyon Springs Business Park) Overlay Zones; and APNs 291-440-008 and 291-440-004 from O-SP – Office and Specific Plan (Canyon Springs Business Park) Overlay Zones to CSHC–SP – Canyon Springs Healthcare Campus Specific Plan.
The CSHC-SP campus was originally split into three sites to be developed with senior housing, a skilled nursing facility, assisted living facility, independent living facility, and a hospital and medical office buildings. The proposed land swap will still allow the medical campus to be constructed to its full potential consistent with the CSHC-SP.
The CSBP-SP was split into 10 planning areas; Site 2 will be located within Planning Area 9 – Professional Office, which is intended for office development. Future development of the Altura Credit Union headquarters expansion will be consistent with the envisioned development of Planning Area 9 of the CSBP-SP.
All future development will be subject to applicable development standards and entitlement requirements for each respective Specific Plan.
The proposed Specific Plan Amendment includes text modifications to tables, graphics, and descriptions for each Specific Plan.
FISCAL IMPACT:
There are no anticipated fiscal impacts with the proposed project.
