BACKGROUND:

Riverside Public Utilities (RPU), Water Division, operates and maintains the City’s potable water production and distribution system. Water Division employees perform field inspections, maintenance, repairs, system monitoring, regulatory compliance activities, and other work necessary to provide reliable water service. Employees require dependable vehicles capable of transporting personnel, tools, equipment, and materials to facilities and field locations throughout the City.

The Public Works Department, Water Quality Division, System Maintenance Section, maintains the City’s wastewater collection system, which includes more than 800 miles of sewer lines, approximately 16,000 manholes, and 19 pump stations. Reliable vehicles are necessary for employees to inspect, maintain, and repair the collection system and support operations at the Water Quality Control Plant.

The General Services Department, Fleet Services Division (Fleet Services), evaluates City vehicles for replacement based on age, mileage, maintenance and repair history, operating condition, reliability, departmental needs, and the cost of continued ownership. Vehicles of these types generally have an anticipated service life of approximately 10 years, depending on vehicle class and operational use. Timely replacement helps reduce unplanned repairs, vehicle downtime, maintenance costs, and interruptions to departmental operations.

DISCUSSION:

The proposed purchase includes 10 replacement vehicles and one additional vehicle:

RPU will replace nine vehicles that have reached or are approaching the end of their useful service lives and will add one Bronco to support Water Division operations.

Public Works will replace one previously decommissioned F-350 used to support wastewater system maintenance.

Nine of the 10 vehicles being replaced are model-year 2003 through 2014 vehicles that have been in service for approximately 12 to 23 years and have exceeded their anticipated service lives. Unit C1386, a model-year 2017 Ford Escape, is approaching its anticipated service life and has been identified for replacement based on its age, operating condition, maintenance history, and the operational needs of the Water Division.

The six Ford Broncos will provide four-wheel-drive capability, passenger capacity, cargo space, and access to water facilities and field locations. The four Ford F-150 hybrid trucks will provide the payload capacity and cargo-bed space needed to transport tools, equipment, and materials while improving fuel economy and reducing fuel consumption and emissions compared with traditional internal combustion engine pickup trucks. The Ford F-350 will provide the capacity and utility needed to support wastewater collection system maintenance.
