City Council Memorandum
TO: HONORABLE MAYOR AND CITY COUNCIL DATE: OCTOBER 20, 2026 FROM: POLICE DEPARTMENT WARDS: ALL SUBJECT: SERVICES AGREEMENT WITH HANGAR ONE AVIONICS, INC. OF CARLSBAD, CALIFORNIA, FOR HELICOPTER MAINTENANCE SERVICES, INCLUDING PARTS AND LABOR, THROUGH JUNE 30, 2027, IN THE AMOUNT OF $300,248 ISSUE:

Consider approving the Services Agreement with Hangar One Avionics, Inc. of Carlsbad, California, for Helicopter Maintenance Services including parts and labor through June 30, 2027, in the amount of $300,248.

RECOMMENDATIONS:

That City Council:

Approve the Services Agreement with Hangar One Avionics, Inc. of Carlsbad, California, for Helicopter Maintenance Services including parts and labor through June 30, 2027, in the amount of $300,248; and Authorize the City Manager, or designee, to execute the Agreement with Hangar One Avionics, Inc. including making minor and non-substantive changes.

BACKGROUND:

The Riverside Police Department’s (RPD) Air Support Unit (ASU) is tasked with providing aerial support and expertise for the Department’s patrol, investigative, administrative, and City government needs. The ASU is responsible for enhancing the safety of the community and police personnel through the strategic deployment of airborne technologies. The unit currently operates with two Airbus H125 Helicopters. Routine maintenance and part replacements are required when the helicopters reach specific flight hours.

DISCUSSION:

The Police Department (RPD) currently has PO 270532 with Hangar One Avionics, Inc. (Hangar One) for helicopter maintenance including parts and labor for the Police Department aviation unit in the amount of $24,999.99, which does not require an agreement. However, an analysis was conducted, and it is expected that a total of $300,248 in parts and labor will be required by Hangar One this fiscal year inclusive of the current PO amount. An agreement is required for this amount. The compensation schedule of the agreement outlines all planned maintenance and includes an approximate amount for unscheduled maintenance should it be required.

Purchasing Overview
This action is pursuant to Purchasing Resolution 24421, Section 602 which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances …(e) When the Procurement consists of replacement parts for the City’s vehicles and aviation units, and other motorized Fleet related equipment.” This action is also pursuant to Purchasing Resolution 24421, Section 702 which states, “Competitive Procurement through the Informal Procurement and Formal Procurement process shall not be required in any of the following circumstances …(e) When the Procurement consists of services needed for the replacement parts for the City’s vehicles and aviation units and other motorized Fleet related equipment.” The Purchasing Manager concurs that the recommended action is compliant with Purchasing Resolution 24421.

FISCAL IMPACT:

The total fiscal impact of this action is $275,248.01, excluding the existing purchase order for $24,999.99 with Hangar One Avionics, Inc. for helicopter maintenance. Sufficient funds are budgeted and available in the General Fund, Police Department Aviation Unit, Non-Stock Inventory Account No. 3120000-424210.
