DATE: OCTOBER 20, 2026
FROM:
COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT
WARDS: ALL
SUBJECT: DISPOSITION OF SUCCESSOR AGENCY-OWNED MAIN STREET PEDESTRIAN MALL TABLE-AND-CHAIR SETS AND SHADE STRUCTURES ISSUE:
Recommend that the Successor Agency approve the proposed disposition of Successor Agency-owned Main Street Pedestrian Mall table-and-chair sets and shade structures; authorize submission of the proposed disposition to the Countywide Oversight Board for approval; and authorize the Executive Director, or designee, to complete the disposition consistent with Countywide Oversight Board approval and subject to approval as to form by Successor Agency Counsel.
RECOMMENDATIONS:
That the Successor Agency:
Adopt the attached Resolution approving the proposed disposition of Successor Agency-owned Main Street Pedestrian Mall table-and-chair sets and shade structures at the estimated depreciated values of approximately $25,704 for the ten table-and-chair sets and $0 for the five remaining shade structures; Authorize staff to submit the proposed disposition to the Countywide Oversight Board for consideration and approval; and Authorize the Executive Director, or designee, following Countywide Oversight Board approval, to identify an appropriate recipient, execute a bill of sale and related documents, and take all actions necessary to complete the disposition consistent with the Countywide Oversight Board approval and subject to approval as to form by Successor Agency Counsel.
BACKGROUND:
The Successor Agency owns ten table-and-chair sets acquired in 2024 and five remaining shade structures from six structures originally installed in 2018 along the Main Street Pedestrian Mall near California Tower. The assets have been removed from the Pedestrian Mall, are no longer needed at their original location, and are proposed for disposition.
The table-and-chair purchase order identifies a materials cost of $41,986.50, plus freight and sales tax. The six shade structures had a documented fabrication and installation cost of $82,580 and project-management cost of $4,129, for a total authorized project cost of $86,709.
One shade structure was previously removed and is no longer in our inventory. The remaining five shade structures and the table-and-chair sets are currently stored at the Corporation Yard.

Removed from Downtown Riverside’s Main Street Pedestrian Mall in July 2026 to discourage the area from becoming an encampment or long-term gathering location for the unhoused.
The assets are temporarily stored at City’s Corporation Yard and need to be properly disposed of and can be reused for the remainder of their useful life. 5 shade structures
$86,709 (6 shade structures originally installed) $0
Estimated reinstallation cost for 5 remaining shade structures: $33,300-$37,500 due to footing needs.
Successor Agency Counsel has advised that the table-and-chair sets and shade structures are Successor Agency personal property and that disposition is subject to Countywide Oversight Board approval. Countywide Oversight Board General Counsel advised that the assets should be valued taking depreciation into account, referenced IRS Publication 946 for that purpose, and confirmed that a recipient does not need to be identified before Countywide Oversight Board action.
Using available acquisition records and IRS Publication 946, staff reconstructed estimated depreciated values for disposition purposes. Successor Agency Counsel has reviewed and confirmed the depreciation methodology. The estimates are not appraisals or determinations of fair market value.
USA Shade advised that the shade structures can be repurposed and estimated approximately $40,000 to $45,000 to reinstall all six structures. Because only five remain, staff estimates approximately $33,300 to $37,500 for five structures. This proration is for informational purposes only; actual costs will depend on site and installation requirements.
Based on the confirmed depreciation methodology, the estimated depreciated values are approximately $25,704 for the ten table-and-chair sets and $0 for the five remaining shade structures. These values will be presented to the Countywide Oversight Board as part of the proposed disposition.
Following Countywide Oversight Board approval, the Successor Agency Executive Director, or designee, would be authorized to identify an appropriate recipient, finalize the disposition through a bill of sale consistent with the Board’s approval, execute the bill of sale and related documents, and take all actions necessary to implement the disposition.
FISCAL IMPACT:
There is no anticipated fiscal impact to the City. Any proceeds will be handled in accordance with applicable redevelopment dissolution requirements. The recipient would be solely responsible for all costs associated with transportation and, as applicable, inspection, permitting, foundations or anchors, replacement components, and reinstallation. No such costs would be borne by the Successor Agency.
