RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, CALIFORNIA, AS THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE, APPROVING THE DISPOSITION OF SUCCESSOR AGENCY-OWNED MAIN STREET PEDESTRIAN MALL TABLE-AND-CHAIR SETS AND SHADE STRUCTURES AND AUTHORIZING RELATED ACTIONS.
WHEREAS, the City of Riverside as the Successor Agency to the former Redevelopment Agency of the City of Riverside (“Successor Agency”) owns ten outdoor table-and-chair sets acquired in 2024 and six shade structures authorized and procured in 2018 that were formerly located along the Main Street Pedestrian Mall near California Tower (collectively, the “Personal Property”); and WHEREAS, the Personal Property has been removed from the Main Street Pedestrian Mall and is no longer needed by the Successor Agency at its original location; and WHEREAS, the ten table-and-chair sets are currently stored at the Public Works Corporation Yard and show signs of wear from outdoor public use; and WHEREAS, the six shade structures have been removed from their original foundations, the original below-grade anchors are not available for reuse, and any future installation will require transportation, evaluation, new foundations and compatible anchors, and reinstallation; and WHEREAS, the Successor Agency has reviewed the documented acquisition costs of the Personal Property and has prepared an estimated depreciated values for disposition purposes, together with information regarding the condition, remaining utility, and costs a recipient would assume, at the estimated depreciated values of approximately $25,704 for the ten table-and-chair sets and $0 for the five remaining shade structures; and WHEREAS, the table-and-chair sets and shade structures constitute personal property of the Successor Agency and that disposition of the Personal Property is subject to approval by the Countywide Oversight Board for the County of Riverside (“Countywide Oversight Board”); and WHEREAS, a buyer for the Personal Property has not been identified before the requested Countywide Oversight Board action and that the Successor Agency will make best efforts to finalize a bill of sale consistent with the Countywide Oversight Board’s anticipated approval; and WHEREAS, the Successor Agency desires to dispose of the Personal Property in a manner that recognizes its value and condition, avoids continued storage and handling, and, where appropriate, returns usable assets to productive use; and WHEREAS, the Successor Agency proposes to submit the disposition of the Personal Property to the Countywide Oversight Board for approval and, following such approval, identify an appropriate recipient and finalize the disposition through a bill of sale consistent with the terms approved by the Countywide Oversight Board and subject to approval as to form by Successor Agency Counsel; and WHEREAS, the proposed disposition is intended to further the winding down of the affairs of the former Redevelopment Agency by disposing of Successor Agency personal property that is no longer needed at its original location; and WHEREAS, the accompanying staff report and supporting materials provide additional information regarding the Personal Property, its documented acquisition costs, condition, estimated value, potential reuse, recipient responsibilities, and proposed disposition approach.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, California, as the Successor Agency to the Redevelopment Agency of the City of Riverside, based upon the accompanying staff report and supporting materials, which are incorporated herein by this reference, as follows:
Section 1: The Successor Agency hereby approves the proposed disposition of the Successor Agency-owned Main Street Pedestrian Mall table-and-chair sets and shade structures at the estimated depreciated values of approximately $25,704 for the ten table-and-chair sets and $0 for the five remaining shade structures and authorizes submission of the proposed disposition to the Countywide Oversight Board for consideration and approval.
Section 2: Following Countywide Oversight Board approval, the Successor Agency Executive Director, or designee, is authorized to identify an appropriate recipient, finalize the disposition through a bill of sale consistent with the Countywide Oversight Board’s approval, execute the bill of sale and related documents on behalf of the Successor Agency, and take all actions necessary to implement the disposition. / /
