The public is welcome to attend in person or participate virtually.
For those that do not plan on attending in person, but wish to make a public comment during the meeting, public comments will be accepted in email form up until 3:00 p.m. on the meeting day.
Those wishing to make a public comment in person, although not required, speakers are requested to complete a speaker card and present to the City Clerk.

1. REPORTS FROM CITY COUNCIL AND CITY MANAGER
City Council Reports
Councilmember Gayaldo reported attendance at a Sacramento Area Council of Governments (SACOG) board meeting.
Councilmember Halldin expressed appreciation to the City's Public Services team for their efforts in reaction to the recent storms.

Vice Mayor Janda reported attendance at a Pioneer Community Energy board meeting.
Mayor Broadway reported attendance at a Placer County Flood Control and Drainage District board meeting.
City Manager Report
Aly Zimmermann, City Manager expressed appreciation to the Public Services, Fire Department, and the Police Department for their efforts in reaction to the recent storms and provided an update on property damage, promoted the Ruhkala Awards, reminded of the City Hall closure on January 16th due to the Martin Luther King Jr. holiday, as well as announced a special Joint Meeting of the City Council and Planning Commission to be held on January 17th at 6:00 p.m.

2.B Resolution No. 2023-2 of the City Council of the City of Rocklin Establishing Councilmember Appointments to Various Subcommittees, Committees, and Work Groups.
2.C 1. Ordinance No. 1159 of the City Council of the City of Rocklin Amending Chapter 3.16 of the Rocklin Municipal Code to Enact Article VIII Pertaining to the Reduction of Park Improvement, Trail, Community and Recreation Facilities, and Public Facilities Impact Fees for Certain Affordable Housing Developments.
2. Resolution No. 2023-3 of the City Council of the City of Rocklin Adopting the Fee Reduction Rate for Park Improvement, Trail, Community and Recreation Facilities, and Public Facilities Impact Fees for Qualified Affordable Housing Developments.
2.D Received the Treasurer's report for the Quarter Ended September 30, 2022.
2.E Resolution No. 2023-4 of the City Council of the City of Rocklin Approve an Additional Allocation, Assign a Salary Range for City Engineer, and Approve Updated Management Salary Schedules.
2.F Resolution No. 2023-5 of the City Council of the City of Rocklin Adopt a Side Letter of Agreement to the Memorandum of Understanding between the City of Rocklin and the Rocklin Police Officers' Association to Modify the Available Shift Schedules for Evidence/Property Technician and Police Technical Assets Coordinator.

2.H Resolution No. 2023-7 of the City Council of the City of Rocklin Accepting the Public Work Known as Granite Bluff Phase 2 Subdivision Improvements, Public Streets (SD2014-0003), Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (KB Home Sacramento Inc., a California Corporation).
