Public comment from Eli, a Northern Cal Carpenter Union member, asked to include language requiring area standard wages in bid documents.
1. REPORTS FROM CITY COUNCIL AND CITY MANAGER
City Council Reports
Councilmember Halldin reported attendance at the Western Placer Waste Management Authority (WPWMA) Board meeting last month. He shared his appreciation to the Rocklin Chamber of Commerce for the Annual Tree Lighting. Additionally, he thanked the Chabad of Placer County for its Menorah Lighting ceremony.

Councilmember Gayaldo reported attendance at the Placer County Mosquito & Vector Control board meeting. She reported attendance at the Sacramento Area Council of Governments (SACOG) board meeting. Additionally, she attended a Diwali Celebration in Sacramento, and an event at a Rocklin High School government class as an elected representative and attended the Rocklin High School Career Technical Education pathways program overview, which showcased classes that have dual enrollment with Sierra College. She congratulated the Rocklin High School football team on winning the Northern Section Championship. She also attended the Rocklin Annual Tree Lighting, breakfast with Santa, and the ribbon cutting for Roseville Giving Machine.
Councilmember Bass reported his attendance at the Placer County Flood Control board meeting. He also shared his appreciation to Ken Ghrem on his retirement for many years of service to Placer County.
Mayor Broadway reported attendance at the ribbon cutting for the Giving Machine at Roseville Galleria. He shared that he was appointed as the 2024 Chair to the Placer County Transportation Planning Agency (PCTPA). Additionally, he shared his appreciation to firefighters and Santa for visiting neighborhoods during the Santa Tours and the Rocklin Chamber of Commerce for the Annual Tree Lighting event. Lastly, he attended the Career Technical Education showcase at Rocklin High School with Councilmember Gayaldo.
City Manager Report
City Manager Aly Zimmermann reported city facilities will be closed between December 25 through January 1 for the annual holiday furlough. Police, Fire, and safety will be available as always 24/7 but City facilities City Hall, Corp Yard and Parks building will be closed. She also reported the next regularly scheduled meeting will be January 9, 2024.

Acting City Clerk Reid gave Mayor Janda and Vice Mayor Gayaldo their oath of office.

Mayor Janda presented Councilmember Broadway with a plaque commemorating his time as Mayor.

3B. City Council Regular Meeting Calendar - January through December 2024 Action: Adopted Resolution No. 2023-191 of the City Council of the City of Rocklin Approving the City Council Regular Meeting Calendar - January through December 2024.

3C. Amend Chapter 10.11 of Title 10 of the Rocklin Municipal Code Action: Adopted Ordinance No. 2023-1175 of the City Council of the City of Rocklin Amending Chapter 10.11 of Title 10 of the Rocklin Municipal Code Regarding Speed Limits within the City of Rocklin.
3D. Agreement with Roseville Housing Authority for Housing Choice Voucher Program Administration
Action: Adopted Resolution No. 2023-192 of the City Council of the City of Rocklin to Authorizing the City Manager to Sign an Agreement between the City of Rocklin and the City of Roseville Housing Authority to Administer the Housing Choice Voucher Program.
3E. Various Personnel Updates
Action:
A. Receive a report from the Human Resources Division of the Administrative Services Department as required by City of Rocklin Municipal Code 2.48 – Police Salaries.
B. Adopted Resolution No. 2023-193 of the City Council of the City of Rocklin to Approve the Bargaining Unit Change for Two (2) Senior Department Administrative Specialist Allocations from the Confidential Group to AFSCME Bargaining Unit; and the Resulting Reclassification and Reallocation Changes, Y-Rated Salary Schedule, and the Deletion of the Senior Department Administrative Specialist Classification; and Approve the Bargaining Unit Change of One (1) Information Technology Analyst Allocation from the AFSCME Bargaining Unit to the Confidential Group; and Revise Confidential Salary Schedule.
3F. Accounts Paid List - July to September 2023
Action: Receive the Accounts Paid List for July 1, 2023 to September 30, 2023.

Action: Adopted Resolution No. 2023-195 of the City Council of the City of Rocklin of Intention to Annex Territory to Rocklin Community Facilities District No. 1 (Annexation No. 88) and to Authorize the Levy of Special Taxes Therein (Rocklin Burger King, APN 364-090-024-000).

Sunset Whitney Recreation Area Building Demolition Project Action: Adopted Resolution No. 2023-212 of the City Council of the City of Rocklin Approving an Increase of the Total Authorized Contract Amount with Double B Demolition, Inc., for the Sunset Whitney Recreation Area Building Demolition Project.
3R. Astound Broadband Powered by WAVE Agreement
Action: Adopted Resolution No. 2023-213 of the City Council of the City of Rocklin Adopting and Authorizing the Agreement with Astound Broadband Powered by WAVE, for Intelligent Transportation System (ITS) Communication and Networking Services and Authorizing the City Manager to Execute an Agreement.
3S. Placer County Ambulance Advisory Committee and Sierra-Sacramento Valley Emergency Medical Services Agency Funding Request Approval.
Action: Adopted Resolution No. 2023-214 of the City Council of the City of Rocklin, Ratifying Approval of Funding From the Placer County Ambulance Advisory Committee and Sierra- Sacramento Valley Emergency Medical Services Agency.

City Hall Gutter and Downspout Replacement Notice of Completion Action: Adopted Resolution No. 2023-215 of the City Council of the City of Rocklin Accepting the Public Work Known as City Hall Gutter and Downspout Replacement, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (A Plus Painting).
3U. Police Department Steel Beam/Amphitheater Wood Beam Refinishing Notice of Completion
Action: Adopted Resolution No. 2023-216 of the City Council of the City of Rocklin Accepting the Public Work Known as Police Department Steel Beam/Amphitheater Wood Beam Refinishing, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (Valdez Painting, Inc.).
3V. Citywide Fuel Reduction Program
Action:
