CALL TO ORDER
Mayor Janda called the meeting to order at 6:00 p.m.

1. REPORTS FROM CITY COUNCIL AND CITY MANAGER
Reports from the City Council will include any AB1234 Reports.
Vice Mayor Gayaldo reported attendance at the Sacramento Area Council of Governments meeting announcing the starting of the Capital Area Regional Tolling Authority; shared that she will be attending the Mosquito Vector Control District meeting and therefore will not be present for the Special Joint City Council and Planning Commission meeting on March 5; and congratulated local high school basketball teams on their victories.
Mayor Janda reported his attendance at the Pioneer Community Energy meeting sharing a new microgrid program will be implemented.

City Manager Zimmermann shared that a Joint Workshop of the City Council and Planning Commission will be held on March 5, 2024 to discuss housing and invited the public to attend.

Action: Received the Accounts Paid List for October 1, 2023 to December 31, 2023. 2C. Annual Comprehensive Financial Report and GANN Appropriations Limit Schedule for the Fiscal Year ended June 30, 2023
Action: Adopted Resolution 2024-050 of the City Council of the City of Rocklin Accepting the Annual Comprehensive Financial Report and GANN Appropriations Limit Schedule for the Fiscal Year Ended June 30, 2023. 2D. Single Audit Report for the Fiscal Year Ending June 30, 2023 Action: Adopted Resolution 2024-051 of the City Council of the City of Rocklin Accepting and Approving the Single Audit Report for the Year Ended June 30, 2023.
2E. Quarterly Treasurer's Report
Action: Received the Treasurer's Report for the Quarter Ending December 31, 2023.
2F. ParcelQuest Purchase Agreement to Provide Online Property Data and Related Services
Action: Adopted Resolution 2024-052 of the City Council of the City of Rocklin Authorizing the City Manager to Execute a 3-year Purchase Agreement with ParcelQuest to Provide the City with the Most Current California Property Data Available Online and Related Services.

Action:
A. Adopted Resolution 2024-053 of the City Council of the City of Rocklin to Approve the Temporary Positions Salary Schedule.
B. Adopted Resolution 2024-054 of the City Council of the City of Rocklin to Approve a Side Letter of Agreement to the Memorandum of Understanding Between the City of Rocklin and the Rocklin Firefighter's Union to Modify Section V, Article 34, Subsection IV(a) Employee Performance Evaluations/Step Increases.

Action:
A. Adopted Resolution 2024-055 of the City Council of the City of Rocklin Rescinding Resolution No. 2023-217 Awarding the Bid for the 2024 Grazing Services.
B. Adopted Resolution 2024-056 of the City Council of the City of Rocklin Awarding the Contract tor the City of Rocklin 2024 Grazing Services to Blue Tent Farms LLC and Authorizing the City Manager to Execute an Agreement with Blue Tent Farms LLC.
21. Twin Oaks Park Snack Bar Roof Repair Contract
Action: Adopted Resolution 2024-057 of the City Council of the City of Rocklin Approving Amendment No. 2 to the Agreement for the Twin Oaks Snack Bar Roof with Building Concepts Construction Company and Authorizing the City Manager to Execute Amendment No. 2.
2J. Five Star Boulevard, Destiny Drive, and Mission Hills Phase IV Reconstruction Project
Action: Adopted Resolution 2024-058 of the City Council of the City of Rocklin Awarding the Contract for the Five Star Boulevard, Destiny Drive, and Mission Hills Phase IV Reconstruction Project to McGuire and Hester and Authorizing the City Manager to Execute the Construction Agreement.
2K. Resolution of Intent to Order the Vacation of a Public Street (Yankee Hill Road) Action: Adopted Resolution 2024-059 of the City Council of the City of Rocklin of Intention to Order the Vacation of a Public Street and Setting a Public Hearing Thereon (Yankee Hill Road).

2L. Sunset Whitney Recreation Area Improvements
Action: Adopted Resolution 2024-060 of the City Council of the City of Rocklin Awarding Professional Services Contract for the Sunset Whitney Recreation Area Improvements Project to RSC Engineering, Inc. and Authorizing the City Manager to Execute the Agreement.
Vice Mayor Gayaldo requested to pull Consent item 2L for discussion. Vice Mayor Gayaldo expressed concern about the stated timeline tor the project. City Engineer Hunter Young responded to questions from the City Council. City Council comments and discussion followed.

Introduced, Waived Full Reading, and Read by Title Only, an Ordinance of the City Council of the City of Rocklin To Amend Sections 1.16.010 Abatement by City, 1.16.020 Procedure for Creation of Nuisance Abatement Lien, 8.10.020 Additional Definitions, and 8.10.030 Classification of Nuisances of the Rocklin Municipal Code to Differentiate Abatement Procedure from Lien Procedure, Provided Additional Definitions and Revised Classification of Nuisances.

Mayor Janda opened the public hearing. Seeing no public comment, Mayor Janda closed the public hearing.

Action: Adopted Resolution 2024-062 of the City Council of the City of Rocklin Accepting the Quarterly Financial Report for the Quarter Ended December 31, 2023, and Amending the Fiscal Year 2023/24 Budget.
Deputy Director of Administrative Services Daniel Choe and Assistant City Manager Conway presented the item to City Council.
Deputy Director Choe and City Manager Zimmermann responded to Councilmember questions.

Rocklin Public Financing Authority's Audited Basic Financial Statements for the Fiscal Year Ended June 30, 2023
