Our growing traffic problem
won’t fix itself.

Why are we here?
Discuss our transportation needs and proposed solutions • We are all aware of our growing traffic congestion and declining transportation revenue • Traffic is back and increasing
• Revenue is down and declining
• $6 billion lost in gas tax revenue over next decade according to the Legislative Analyst’s Office
• We must solve our local traffic congestion and revenue issues locally • A ½ cent sales tax for transportation generates around $1.58B over 30 years • This is the fairest way to raise money locally and 17% of the revenue will be generated outside the District

• We attempted a countywide measure in 2016
• In 2018, AB1413 passed allowing us to create a Sales Tax District • That District has been defined as Lincoln, Rocklin, and Roseville • The money must be spent on transportation benefiting the District • The money cannot be taken by the State
• The money must be used to supplement existing transportation revenues • A Citizen’s Oversight Committee will have full audit power Why consider a transportation use tax?
• Traditional state and federal fuel tax revenues are declining • State funding for highway and road improvements almost non-existent • Competitive funding programs require local funding matches Why consider a transportation use tax?
