Councilmember Bass requested clarification on the SWRA-JSP Connector Bridge and funding sources, and expressed concerns with project cost estimates prior to putting the project out for a competitive bid.
Management Analyst Elizabeth Sorg confirmed that the recommended ARPA funding was in addition to the $500,000 budget appropriation secured by Assemblymember Patterson; and noted that final costs for the bidding process were not available yet.
City Manager Zimmermann indicated that the staff recommendation identified the four major projects and included language that if any program were undersubscribed then the remaining funds would be added to the Business Retention program.
Vice Mayor Gayaldo was pleased that approximately $3 million of the ARPA funding had been used to help local businesses as this helped boost businesses that had suffered due to COVID-19; commented that while the hope was to partner with the South Placer Municipal Utility District to construct a bridge and asked staff if SPMUD had declined to participate.
City Manager Zimmermann confirmed for Vice Mayor Gayaldo that the original project was an informal partnership between SPMUD and the City; that SPMUD needed a solution to protect the sewer pipe crossing the creek between SWRA and JSP and the solution was a pedestrian bridge over the pipe. The cost estimate was based on an initial analysis that included access to the bridge location, the design and engineering, environmental work, and added that the location was a high flood plain area. Ms.
Zimmermann stated that as SPMUD was unable to move forward with the project, the City was investigating an alternate location for placement of the bridge for pedestrian connectivity and closer proximity to the Spring View Middle school.

C8. Target Solutions Learning, LLC Agreement
Action: Adopted Resolution 2024-207 of the City Council of the City of Rocklin Approving and Ratifying an Evergreen Contract with Target Solutions Learning, LLC and Authorizing the City Manager to Sign Contract and Subsequent Amendments.
Councilmember Broadway expressed that his concern with evergreen agreements was the ability to cancel should the need arise, noting the termination clause did not provide that flexibility and would require the City to maintain the agreement for an extensive period of time. He preferred that language be included to provide flexibility with appropriate notification to cancel the agreement; he underscored that the services provided by the current vendor had been extremely effective and to the satisfaction of staff.
City Manager Zimmermann stated that the language used was the vendor's standard contract language and that if desired by the City Council, alternative language could be explored, and adding that if the vendor was unwilling to modify the language, then modifying the five-year term could be explored.
Council Member Bass agreed that given the length of the contract, that modest language be incorporated offering more flexibility.
City Manager Zimmermann noted for Mayor Janda that ratification of the agreement vas retroactive and that staff will continue to work with the vendor. Mayor Jand greed to adjust the term language

FINAL Meeting Minutes of August 27, 2024 Rocklin City Council 6| Page
Councilmember Bass expressed disappointment with the League of California Cities for its support of Proposition 1; thanked the League for supporting Proposition 36; expressed his thanks for the League supporting the South San Joaquin Irrigation District in their litigation against PG&E as both he and Councilmember Halldin were following this matter carefully; requested more participation from the League in helping agencies who want energy independence from PG&E and agreed that the City should be more active with the League; and hoped for future support of Assemblymember Patterson's legislation to oppose NDA.
Councilmember Broadway stated that it was helpful for the City Council to receive action alerts from the League as it was difficult to stay on top of the over 2,000 pieces of legislation being considered by the state legislature; he concurred that at times when the League took a position on a matter that was different than expected, follow up with elected officials was lacking; and encouraged the League to engage directly with elected officials if it appeared some agencies may be opposed to the League's position.
Vice Mayor Gayaldo spoke favorably of the educational classes offered by the League to new Councilmembers and agreed that the City should be more engaged as well.
Councilmember Halldin asked about the guiding principles of the League. Mr.
Anderson underscored the purpose of the League was to protect a City's ability to have the resources it needs, the ability to provide services desired by constituents, provide a city with flexibility in determining what is in its community's best interest, and protect local control.
Councilmember Halldin stated that Proposition 1 eroded on local control; shared that with the multiple meeting bodies City Councilmembers belonged to, it was difficult to spend time on all issues; emphasized the importance of the League advocating to protect local control while recognizing that the result may be this is not achieved; and looked forward to finding out what occurs with the upcoming session and what the prospects are for the next session. Mr. Anderson responded that the hope was to make legislative corrections to address this in the future.
Mayor Janda appreciated Mr. Anderson's work and responses, acknowledging efforts to support the Sacramento Valley Division region; he agreed that local control appeared to be eroding on items including housing, zoning and losing the ability to shape one's city. Mr. Anderson underscored the goal was to ensure that policy committees included a mix of representation from the different cities across the state, adding that the decisions of the committees may impact a city negatively.
Mayor Janda stated that as the Sacramento Valley Division was the largest region geographically, if there was a way to come up with a legislative policy that could be moved forward to policy committees. Mr. Anderson responded that the Division Board FINAL Meeting Minutes of August 27, 2024 Rocklin City Council 7|Page
could request a policy position in order to get ahead on issues and make a recommendation to the policy committee.
