CORRESPONDENCES FROM THE PUBLIC
Dear Councilmembers --
My name is Edie Paulson. My family and I have lived on Kannasto Street since 1967.
Due to the longevity of our residency in Rocklin, we have seen many changes in our neighborhood and in the City. The proposed apartment complex on South Grove Street is causing many of my neighbors great concern. Me, too! There is a relatively small population in this part of Rocklin. We are essentially land- locked due to our demands that traffic from Pacific Street to Rocklin Road via Winding Lane or Kannasto Street be closed off to slow speeding cars and increased traffic volume. We appreciate the closed gates on Lost Avenue and Winding Lane to keep our neighborhood safer and quieter.
I searched the City Council website for a description of the apartment complex plan, CEQA documents, and the agenda for the April 22, 2025, Council meeting. The most recent meeting on the website is April 11 and the minutes are not yet included. I am frustrated that I am not able to locate such a serious matter on the City's website. I am also surprised there is no CEQA required for such a large development and its impact on neighborhood development.
My understanding is that the apartment buildings will be three stories high. Nothing else in the area is that tall. Seventy-eight units with 156 parking places is a very large development in a relatively small area. That means a potential of 156 additional automobiles using South Grove for ingress/egress. The DMV should be made aware that if there is insufficient parking at the complex (i.e., a party), autos will park in their lot, potentially impeding customers attending to business. What and where is the traffic plan for this project? What will happen in the event of an emergency evacuation? We are not immune to a fire like that experienced in Los Angeles a few months ago.
Please reconsider the Planning Department approval of this development. We already have low income senior housing, a high-density mobile home park, and a proposed development at the old K-Mart site on Pacific Street. I believe the proposed apartments on South Grove will have negative impacts upon the quality of life, insurance, and property values in the area of the Quarry District. The City Council has the power and the right to request a redesign of the complex to reduce the number of units and not exceed 2 stories tall. Please DO NOT APPROVE the apartment complex as it is currently presented.
Thank you,
Edie Paulson
City Council Leaders-
I hope you are well.
I understand that 5300 South Grove is to be turned into a multi family housing building.
I am writing to confirm if there has been a traffic study on this new development. Can you let me know if that has been done and if so I would like to see a copy. Can you share how I can review it?
I would also like to ask if an environmental impact review has been on the 5300 South Grove location? I would like to see that if it has been done.
As you know we have three multi-family units (+) and one more in planning (K-mart) and - the one at 5300 South Grove. I feel that there are too many on 'our side of town'.
Thank you for your time.
Godspeed-
Kevin
Hello Bennett,
Thank you for calling me back today. I called to see if I could get copies of the notices that were sent out or posted to the nearby neighborhood. The rezone notice and the public hearing notice.
Also is there a link I can use to find that information? Thank you!
Lisa Byrnes.
