RE: State Fire Hazard Severity Zone Map – Consent Calendar Item

Dear Mayor and Councilmembers,

On behalf of the North State Building Industry Association, I am writing to register concern regarding Rocklin’s Fire Hazard Severity Zone (FHSZ) map. We fully acknowledge the City of Rocklin’s obligation to adopt the State FHSZ map as required under current state law. We understand this is a mandated action over which the City has no discretion, and we appreciate that Rocklin’s role in this matter is strictly procedural.

That said, we believe it is important to be on the record with our concern regarding the accuracy and practical implications of the FHSZ map as issued by Cal Fire. While we recognize that these maps were not prepared by the City—and that any deficiencies are not a reflection on City staff or local decision-making—we are concerned that the maps do not accurately reflect existing development patterns, parcel lines, or the built environment in many areas.

We are not requesting that the item be removed from the consent calendar. Rather, we want to ensure that, should legislation be enacted in the future to allow local jurisdictions to amend or correct these maps, there is already a clear record of concern. When that time comes, we look forward to being a proactive and solution-oriented partner with the City of Rocklin to help ensure the maps are accurate and reflect local conditions on the ground.

Thank you for your continued partnership and leadership.

Sincerely,

Jeff Short
Government and Public Affairs Director
North State Building Industry Association
