Marston Associates on a feasibility study for an Inclusionary Housing and In-Lieu Fee Assessment project which was approximately 10 months away from completion.

PUBLIC COMMENT
Mr. Jeff Short with North State Building Industry Association, addressed the City Council cautioning that an inclusionary policy could result in a stop to all housing production and supported a nexus study.

Mr. Marcus LoDuca addressed the City Council and stated that inclusionary requirements could result in a no-build scenario as builders have many market options.
versily in Rockin which indeluded is conCeria, indusual and educational sectors.

Vice Mayor Bass emphasized the importance of having the present topic on the agenda for discussion at the City Council meeting, noting the intent was to have a conversation; expressed the City Council was accountable for its decisions today and in the future once full buildout was achieved; stated there was not a housing crisis but an affordability crisis in Rocklin; and underscored that what is being built in the city has to fit in the community.

Council Member Halldin underscored frustration with State mandates and having to comply with these requirements in the future by designating more space for multifamily housing, and supported sticking to the plan previously approved and wondered if the process could be sped up.

Council Member Janda appreciated the discussion on the topic, while he believed in expediency the challenge was complex and supported working with the development and regulatory community.

Council Member Broadway emphasized having a process that would provide control on producing affordable units, protecting areas that provide sustainability for the community, cautioned against builder's remedy, and granting community partners including the BIA an opportunity to provide feedback. He supported staff conducting research and presenting a potential option, and was concerned that by waiting ten months this would damage the potential for sustainability in the community.

Mayor Gayaldo expressed that while ten months for the assessment to be completed was long, she did not want to impede the progress of the permanent plan and hoped for a better timeline.

Council Member Halldin was concerned with diverting staff from other work and noted there was already a process underway with the consultant.

FINAL Meeting Minutes of June 24, 2025 Rocklin City Council 17 | P a ge

Council Member Janda appreciated the discussion but felt that for staff to return with an ordinance in one month was a big ask, and rather supported staff putting together a scope and some meaningful information in the future to form an ordinance.

Mayor Gayaldo was open to staff returning with more information including possibilities other cities may have, and if adjustments could be made to the timeline for conducting a permanent study.

City Manager Zimmermann stated that staff will evaluate opportunities to speed up the current process, and noted the discussion item was placed on the agenda based on feedback from the consultant and outside legal counsel that there were ways to establish an inclusionary housing ordinance and in-lieu fee policy without a nexus study.

FUTURE AGENDA ITEMS
There were none.

ADJOURNMENT
