(Whitney Walk Residential / SD2024-0001 and TRE2024-0001)
The City Council of the City of Rocklin does resolve as follows:
Section 1. The City Council of the City of Rocklin finds and determines that:
A. Tentative Map ( SD2024-0001) and Oak Tree Preservation Plan Permit (TRE2024-0001) allows the subdivision of three (3) parcels, described as Assessor’s Parcel Numbers (APNs) 016-210-011, 016-240-039 and -044 for the development of 170 single-family units on 12.85± acres . A total of 198 ± lots will be created within the subdivision map inc luding one hundred and seventy ( 170) single-family residential lots, two (2) open space lots, nine (9) alley lots, one (1) private street lot, and sixteen (16) landscape lots.
B. The Whitney Walk Residential Project Initial Study/ Addendum, prepared pursuant to Section 15164 of the California Environmental Quality Act (“CEQA”) Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, verified that the project will have no impacts beyond those identified in the Sunset Hills Townhomes and South Whitney Mixed -Use Initial Studies/Mitigated Negative Declarations and therefore has been approved via City Council Resolution No.2025-__.
C. The City Council has considered the effect of the approval of this subdivision on the housing needs of the region, and has balanced those needs against the public service needs of its residents and available fiscal and environmental resources.
The subdivision would facili tate the development of the parcel s which are zoned and designated for high density residential development.
D. The proposed subdivision, together with the provisions for its design and improvement, is consistent with the zoning classification on the property. The zoning of the project site is Planned Development Residential (PD-R) and Open Area (OA) . This tentative parcel map application would create 198 lots, consistent with the applicable development standards of those zoning designations.
E. The proposed subdivision, together with the provisions for its design and improvement, is consistent with the objectives, policies, general land uses and programs in the City of Rocklin's General Plan. The project site is designated as High-Density Residential (HDR) and Recreation/Conservation (R -C) in the Rocklin General Plan and the creation of 198 lots is consistent with those land use designations.
729
of Reso No. PC-2025-
F. The site is physically suitable for the proposed type and density of development. All utilities are available and located within close proximity to the site.
G. The design of the subdivision is not likely to cause substantial environmental damage, nor will it substantially and avoidably injure fish or wildlife or their habitat. The site is physically suitable for the proposed type and density of development.
H. The design of the subdivision will not cause serious public health problems.
Development on the project site would be consistent with that o f surrounding development.
I. The design of the subdivision will not conflict with easements acquired by the public at large for access through or use of the property within the proposed subdivision. Any development would be consistent with easements and surrounding uses.
J. The concurren t design review (DR2024-0005) would be required to be consistent with energy requirements, including, providing, to the extent feasible, for future passive or natural heating and cooling opportunities.
Section 2. The Whitney Walk Residential Tentative Map (SD2024-0001) and Oak Tree Preservation Plan Permit (TRE2024-0001) as depicted in Exhibit A, attached hereto and by this reference incorporated herein, is hereby approved, subject to the conditions listed below. The approved Exhibit A shall govern the d esign and construction of the project. Any condition directly addressing an element incorporated into Exhibit A shall be controlling and shall modify Exhibit A. All other plans, specifications, details, and information contained within Exhibit A shall be s pecifically applicable to the project and shall be construed as if directly stated within the conditions for approval. Unless otherwise expressly stated, the applicant / developer shall be solely responsible for satisfying each condition, and each of these conditions must be satisfied prior to or concurrently with the submittal of the final parcel map with the City Engineer. The agency and/ or City department(s) responsible for ensuring implementation of each condition is indicated in parenthesis with each condition.
A. Notice to Applicant of Fees & Exaction Appeal Period
The conditions of project approval set forth herein include certain fees, dedication requirements, reservation requirements, and other exactions. Pursuant to Government Code §66020(d), these conditions constitute written notice of the amount of such fees, and a description of the dedications, reservations, and other exactions.
The applicant is hereby notified that the 90-day protest period, commencing from the date of approval of the project, has begun. If the applicant fails to file a protest regarding any of the fees, dedication requirements, reservation requirements or other exaction contained in this notice, complying with all the requirements of Government Code §66020, the applicant will be legally barred from later challenging such exactions.

The Build Up Rocklin program was established with a total of $300,000 in funding from the American Rescue Plan Act (ARPA) to support local business recovery and long-term resilience in the wake of the COVID-19 pandemic. This funding was divided between two phases of the program, both administered through a partnership with the Growth Factory.
The first phase was approved by the City Council on June 28, 2022, launching a pilot business support cohort designed to help Rocklin-based businesses overcome growth challenges and improve operational stability. Following the positive feedback and strong results from participating businesses, a second cohort was assembled in 2024 using the remaining funds.
Across both program phases a total of 20 Rocklin businesses were selected to participate.
Each received targeted training through the cohort model and was awarded a $5,000 grant to support the implementation of their growth strategies.
Following the success of the previous rounds and continued positive feedback from participating companies, staff recommends extending this initiative to further support the City’s economic development goals and business community through a new Build Up Rocklin Program.
The Program, developed by staff and the Growth Factory, is an economic development initiative designed to engage, empower, and accelerate established Rocklin-based companies. Specifically, it supports businesses that:
Item Number D1.
758
Are located in Rocklin;
Employ at least five (5) full-time staff; and
Generate at least $500,000 in annual revenue.
Through this approach the City will be investing its limited economic development funds in the small businesses that are currently operating in the space that historically generates the most economic growth. It also supports the Strategic Plan's Vibrant Pillar objective by supporting efforts to retain and expand local businesses as well as the foundational pillar to enhance business retention efforts.
As identified in the Scope of Work (Exhibit A to Attachment 2), the Consultant will design and execute a structured business acceleration program
to help established Rocklin-based
businesses overcome growth hurdles through a mix of coordinated peer learning, targeted coaching, and access to strategic resources – including grant capital. The program will be tailored to CEOs and founders leading Rocklin-based companies who are poised to level up operations and growth execution while retaining their presence in Rocklin. The Program will leverage proven frameworks, peer accountability, and local grants to unlock real outcomes for committed founders.
The cost to implement and administer the Build Up Rocklin Program is $125,000 over a two year period. In addition, a grant program totaling up to $125,000 will be established to support growth initiatives proposed by participating businesses. Each selected business may apply for and receive up to $25,000 in grant funding, subject to City Manager review and approval.
Grant awards will be tied to clearly defined growth objectives and outcomes as part of the overall program structure. Participants are not guaranteed to receive funding at the completion of the program.
Continuing the Build Up Rocklin program represents a strategic investment in Rocklin’s economic future. It builds upon proven success, supports local job creation, and reinforces the City’s role as a proactive partner in business growth.
Staff recommends approval of the agreement with Growth Factory to continue this impactful program.
Fiscal Impact:
Under this agreement, the City will pay $125,000 to Growth Factory for the administration, delivery, and oversight of the Build Up Rocklin program over a two-year period. Up to an additional $125,000 will also be provided for the grant program.
Funds for both the program
administration and grant allocation will be drawn from the City’s Economic Development Fund (122).

Staff Report
Subject:
City of Rocklin 2025-2027 Strategic Plan
Date:
August 12, 2025
Submitted By:
Andrew Keys, Assistant City Manager
Department:
City Manager's Office
Recommendation:
Affirm the Outcomes of the 2025-2027 Strategic Planning Process and Provide Direction to Staff on the Proposed Two-Year Work Plan Items.
Background:
On March 18, 2025, the City Council conducted a Strategic Planning Workshop to establish goals and priorities for the 2025/26 and 2026/27 fiscal years. Building on the 2023-2025 Strategic Plan, the session included participation from City staff and community members and focused on refining the City’s strategic direction.
The City's five foundational Strategic Pillars -- Resilient, Vibrant, Livable, Sustainable, Safe -- were reaffirmed with one minor edit to the definitions to better reflect evolving community needs and priorities. The Strategic Plan and underlying workplan are long term aspirational documents. Due to this nature, some workplan objectives are developed that are ongoing or will take longer than one two-year planning period to approve. During the workshop, the City Council and staff identified key initiatives from the current (2023-2025) Work Plan that remain ongoing or incomplete. Given the City Council’s reaffirmation of the same Strategic Pillars, these ongoing and/or incomplete 2023-2025 items are recommended for continued inclusion in the upcoming 2025 – 2027 Strategic Plan (Attachment 1). In addition, new Work Plan items were introduced, reflecting both emerging priorities and strategic opportunities.
The 2025 - 2027 Work Plan also introduces a tiered structure to better categorize City initiatives. Work Plan items are grouped into one of the following categories:
Foundational
– Core services and ongoing operations.
Strategic
– Focused improvements, policy updates, or mid-term initiatives.
Visionary
– Long-term, ambitious, or transformational goals.
This updated 2025-2027 Work Plan will serve as a guiding tool to inform the strategic use of human and fiscal resources during the upcoming two-year budget cycle. Staff will continue to provide updates to the Work Plan as projects come forward, as well as during quarterly budget updates presented to the City Council.
Item Number D2.
782
Fiscal Impact:
There is no direct fiscal impact associated with the 2025-2027 Strategic Plan; however, funding to achieve specific workplan projects has been included in the City's Operating Budget over the next two fiscal years.

Adopt a
Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Negotiate and Execute a Contract Amendment with Keyser Marston Associates for the Creation of an Inclusionary Housing Ordinance and Establishment of an In-Lieu Fee.
Background:
On June 24 2025, the City Council had a discussion regarding the current efforts underway to evaluate a possible inclusionary housing ordinance and in-lieu fee program, and whether to direct staff to immediately undertake efforts to bring for consideration an ordinance and in-lieu fee recommendation at the earliest possible date. Following the discussion, the City Council provided direction to staff to bring back information that identified the timeframes that each alternative would take. Additionally, staff requested of the consultant undertaking the project an accelerated project schedule and associated cost.
The existing project, authorized by the City Council in April 2025, assumes that the project would go to the Planning Commission and the City Council for two rounds each (fee study and ordinance going separately), resulting in many months in review and hearings. Presented below are the existing approved project schedule hearing dates (status quo), followed by the accelerated consultant project timeline with the fee study and ordinance considered concurrently (Option 1), and the timeline for an immediately implemented interim staff project that does not include a fee study (Option 2). The cost to implement Option 1 is anticipated to be between $8,000 and $10,000.
Status Quo (Existing Consultant Project Schedule)
PC Hearing #1 November 2025 (Fee Study review)
CC Hearing #1 December 2025 (Fee Study review)
PC Hearing #2 January 2026 (Ordinance and Fee Study Review and Recommendation) Item Number D5.
830
CC Hearing #2 February 2026 (Introduce Ordinance and Fee Study Approval) CC Meeting March 2026 (Second Reading of Ordinance and Fee Implementation) Ordinance Implementation April 2026
Option 1 (Accelerated Consultant Project Schedule)
PC Hearing #1 November 2025 (Ordinance and Fee Study Review and Recommendation)
CC Hearing #1 December 2025 (Introduce Ordinance and Fee Study Approval) CC Meeting January 2026 (Second Reading of Ordinance and Fee Implementation) Ordinance Implementation February 2026
Option 2 (Interim Staff Project)
PC Hearing #1 September 16 2025 (Ordinance Review and Recommendation) CC Hearing #1 October 14 2025 (Introduce Ordinance and Adoption of Fee Program) CC Meeting October 28 2025 (Second Reading of Ordinance) Ordinance Implementation Late November 2025
It should be noted that each timeline is estimated; schedules can slip due to many reasons causing delays.
Staff recommends pursuing Option 1, as the acceleration of the schedule at a nominal cost will allow the City Council to expedite the project.
Option 2 could also be completed as an interim, short-term approach pending completion of the consultant-led project, based on direction from the City Council. Costs associated with Option 2 would include public noticing and impact to staff resources.
Therefore, staff seeks direction regarding any changes from the Status Quo timeline and, if supportive of Option 1, staff recommends the City Council adopt the attached Resolution authorizing the City Manager to execute an amendment with Keyser Marston Associates to accelerate their project schedule in amount not to exceed $10,000.
Fiscal Impact:
The cost to amend the existing contract with Keyser Marston Associates is estimated to be not more than $10,000. There is no impact to the General Fund. Contract costs will be paid from the Low and Moderate Income Housing Asset Fund (270)
