LETTER OF INTENT: PROPOSED USE FISCAL COMMITMENT

To the City Manager and Members of the City Council,
Destiny Church writes to express our intent to partner with the City of Rocklin in connection with the proposed use contemplated in the Rocklin Educational Rezone Fiscal Impact Analysis, Table 2, Estimated Annual Revenues and Expenditures. We are grateful for the City’s careful evaluation and for the opportunity to pursue a plan that serves Rocklin with integrity and good stewardship.
We acknowledge the fiscal analysis indicating that under the proposed use, City general fund expenditures are reduced by $16,200 annually compared to the existing use. We also recognize that the proposed use reflects a change in general fund revenue, including an estimated annual gap of $1,900 in property tax revenue. As a matter of good faith and public responsibility, Destiny Church commits to an annual payment of $15,000 to the City of Rocklin for as long as the proposed use remains in effect. This would cover the entirety of the City’s proposed annual general expenditures, as well as loss of revenue for property tax, etc.
This represents a total annual commitment of $15,000, intended to ensure that the City is not burdened by service costs associated with the proposed use and that the identified property tax gap is addressed.
Destiny Church already invests significantly in Rocklin adjacent programs and services that strengthen civic life and public safety. This includes ongoing support of the Rocklin Public Safety Foundation, Rocklin PAL, the Rocklin Chamber of Commerce, and Celebrate America, along with millions of dollars in free services provided to the Rocklin community through benevolence, counseling, family support, and community care initiatives. These commitments reflect our long term posture: to shoulder burdens, not create them, and to be a net contributor to the wellbeing of Rocklin.
