Amendment No. 1 to the Contract for Services with 19six Architects Date:
February 10, 2026
Submitted By:
Gabrielle de Farcy, Management Analyst
Andrew Keys, Assistant City Manager
Department:
City Manager's Office
Recommendation:
Adopt a Resolution of the City Council of the City of Rocklin Ratifying and Authorizing the City Manager to Execute Amendment No. 1 to the Contract for Services with 19six Architects.
Background:
On December 10, 2024, the City Council approved by Resolution No. 2024-263, a Contract for Services with 19six Architects for City Hall remodel design services in the amount of $235,377.
Contracted services include evaluation of existing space, completion of programming, preparation of schematic plans, design development, construction drawings, and to provide a cost estimate. The original expiration date of the agreement was December 31, 2025.
Once the project was underway, the complexity of the design resulted in additional revisions to the design plans beyond what was anticipated in the original timeline, and the project was not completed by the contract’s expiration date of December 31, 2025. Therefore, staff recommends approval of Amendment No. 1 to the Contract for Services to extend the term to December 31, 2026, to enable 19six Architects additional time to complete all of the contracted services.
The proposed Resolution would also authorize the City Manager to execute necessary subsequent amendments to extend the agreement for up to one additional year. Additionally, the original contract was executed without a contingency amount; therefore, staff recommends increasing the compensation by an additional $25,000, which is approximately 10% of the original contract amount.
Fiscal Impact:
There is no additional fiscal impact associated with the approval of this resolution. Sufficient funds are available in the City Hall Space Remodel Project (Project No. 45421) in the Capital Construction Fund (Fund 304) to support the recommendations.

BUILD Grant Application
Date:
February 10, 2026
Submitted By:
Elizabeth Sorg, Assistant to the City Manager
Andrew Keys, Assistant City Manager
Department:
City Manager's Office
Recommendation:
Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Apply for the United States Department of Transportation BUILD Grant, Commit Matching Funds, and Accept Grant Award.
Background:
Rocklin Road is a prominent east-west vehicle-heavy arterial roadway that runs perpendicular to Interstate 80 (I-80). As it traverses under I-80, Rocklin Road has narrow sidewalks, no shoulders, and no bike lanes. Since the 1958 construction of I-80 through Rocklin, the freeway has bisected the city, with the Sierra College area disconnected from downtown Rocklin. The City is proposing to reconfigure the interchange into a Diverging Diamond Interchange (DDI) and create a dedicated bicycle and pedestrian crossing of Interstate 80 to encourage safer connections between Sierra College and Rocklin’s downtown.
On November 14, 2023 the City Council approved the design of the Rocklin Road/I-80 Interchange (Resolution No. 2023-187). Funding has been included in the Fiscal Years (FY) 2026-2031 Capital Improvement Program with South Placer Regional Transportation Authority (SPRTA) providing $6.096 million in grants for design work in FY 2024/25 to FY 2025/26. The City has also budgeted $11.917 million in FY 2026/27 for construction funded by a mix of state, federal, and local funds. The total project costs including both design and construction are estimated at $43 million.
On December 15 2025, the US Department of Transportation issued a Notice of Funding Opportunity for the Better Utilizing Investments to Leverage Development (BUILD) Grant. The BUILD grant provides up to $25 million for large transportation projects, including road, highway, and interstate improvements. With support from the Placer County Transportation Planning Agency (PCTPA), the City will be applying for $25 million for the Rocklin Road/I-80 Interchange Improvement Project.

As part of the BUILD Grant, applicants are required to provide at least a 20% matching requirement for construction costs, which is approximately $8.6 million for this project. The City has committed over $11 million in the FY 2026-2031 CIP from the following sources:
In order to apply for the BUILD Grant, the City must submit a letter that identifies the amount of matching funds and their sources.
The proposed Resolution (Attachment 1) authorizes the City Manager to execute a letter stating the City has identified a funding source for the matching requirement, which has previously been authorized by the City Council in the FY 2026-2031 CIP. The Resolution also authorizes the City Manager to submit the grant application and to accept the grant, if awarded.
Fiscal Impact:
There is no direct fiscal impact from the staff recommendation. Sufficient funds are available in the Rocklin Road/I-80 Interchange Improvements Project (Project No. 50162) to meet the grant matching requirement.

Investment Policy Summary
City of Rocklin Summary of Cash and Investments
For the Quarter Ended December 31, 2025
(1) Safety of Principal is the foremost objective of the City. Investments of the City shall be undertaken in a manner which seeks to ensure the preservation of capital in the overall portfolio. To attain this objective, the City will diversify its investments by investing funds among a variety of securities with independent returns, and by mitigating credit and market risk. (2) Liquidity is the second most important objective of the City. This is accomplished by structuring the portfolio so that securities mature concurrent with cash needs to meet anticipated demands. It is important that an investment contain the feature of being easily sold at any time with a minimal risk of loss of some portion of principal or interest. The investment portfolio will remain sufficiently liquid to meet all operating requirements that may be reasonably anticipated. (3) Return on Investment is the third most important objective. The investment portfolio will be designed with the objective of attaining a market rate of return throughout budgetary and economic cycles, taking into account the investment risk constraints for safety and liquidity needs.
City funds are invested pursuant to the objectives and requirements set forth in the City's investment policy, with the goal of enhancing the economic status of the City while safeguarding its assets. The City of Rocklin's investment policy has three objectives:
In accordance with California Government Code Sections 53607 and 53646, and through adoption of Resolution No. 2025-125, the City Council of the City of Rocklin authorized the City Treasurer to invest on behalf of the City and to manage the City’s investment portfolio consistent with this investment policy. It is the City's full intent, at the time of purchase, to hold all investments until maturity to ensure the return of all invested principal dollars. However, it is realized that market prices of securities will vary depending on economic and interest rate conditions at any point in time. It is further recognized, that in a well diversified investment portfolio, occasional measured losses are inevitable due to economic, bond market or individual security credit analysis. These occasional losses must be considered within the context of the overall investment program objectives and the resultant long term rate-of-return. 2 Docusign Envelope ID: 6520043E-6CA7-455C-88E5-356E5BD8457F 57130

ECONOMIC UPDATE
2 65
The near-term economic outlook continues to be distorted by the data delays from the government shutdown. Recently released government data—reflecting conditions from two to three months ago—indicate inflation remains moderately above the Federal Reserve’s target, while labor market conditions have continued to soften. As the flow of economic data normalizes, the Chandler team expects further yield curve steepening as the Federal Reserve moves the policy rate toward a more neutral range. U.S. trade and fiscal policy also remain sources of elevated market uncertainty.
The Federal Reserve's December Federal Open Market Committee meeting concluded with the third consecutive 25-basis-point rate cut in 2025, lowering the target range to 3.50%–3.75%. However, policymakers remain divided on the path forward. Four Fed governors project one additional 25-basis-point cut in 2026, another four anticipate no furthereasing, eight expect multiple cuts, and three call for a potential rate hike. Chair Jerome Powell noted that the Fed is now “well placed to wait and see” how labor market conditions and inflation evolve in the near term.
The US Treasury yield curve steepened in December, as the 2-year Treasury yield dropped2 basis points to 3.48%, the 5-year Treasury was up 13 basis points to 3.73%, and the 10-year Treasury yield was 15 basis points higher at 4.17%. The spread between the 2-year and 10- year Treasury yield points on the curve was 17 basis points wider from Novemberat +69 basis points at December month-end. The spread between the 2-year Treasury and 10-year Treasury yield one year ago was +33 basis points. The spread between the 3-month and 10-year Treasury yield points on the curve was +54 basis points in December versus +21 basis points in November.

The December Nonfarm Payrolls report showed weaker-than-expected job growth, with payrolls rising by 50,000 compared with the consensus estimate of 70,000. This follows a downwardly revised gain of 56,000 in November. Employment declines were most pronounced in retail trade and construction, while leisure and hospitality posted the strongest gains. Notably, the unemployment rate edged down to 4.4% after increasing to 4.6% in November.

The Labor Department’s Job Openings and Labor Turnover Survey (JOLTS) reported that job openings fell to 7.1 million in November from a downwardlyr evised 7.4 million in October. The drop in vacancies, alongside slower hiring, suggests the labor market continues to soften, though employers remain cautious about laying off workers. The number of openings now roughly matches the number of unemployed individuals, pointing to a labor market that is approaching equilibrium.

The Consumer P rice Index (CPI) showed that inflation remained relatively subdued in December, with headline CPI and core CPI holding at
2.7% and 2.6% respectively year-over-year. Shelter has continued to play a central but gradually moderating role in services inflation.
December data keeps inflation close to the prior month’s pace and consistent with a trend of easing price pressures. The Personal Consumption Expenditures(PCE) Index for September, released on December 5, showed headline inflation up 0.3% from August and 2.8% year over year. Core PCE rose 0.2% on the month and 2.8% on an annual basis.

NovemberRetail S ales rose 0.6% from October and 3.3% from a year earlier, while the control group measure which feeds into GDP rose a solid 0.4% on the month after an even stronger 0.8% gain in October. This confirms that underlying goods spending excluding the most volatile categories remained resilient into the start of the holiday season. The government shutdown may have weighed on consumer confidence regarding jobs, incomes, and overall financial conditions, both current and in the future. The Conference Board’s Consumer Confidence Index declined to 89.1 in December from an upwardly revised 92.9 in November, marking its fifth consecutive monthly drop.
Consumers remained pessimistic about both business conditions and the labor market. 0 20

The Conference Board’s Leading Economic Index (LEI) declined 0.3% in September, marking its second consecutive monthly decrease after a r evised 0.3% drop in August. On a year-over-year basis, the index fell 3.3%. According to the Conference Board, weakening expectations among consumers and businesses contributed most to the LEI’s overall decline. The index continues to signal slower economic growth through the end of 2025 and into 2026. The Chicago Fed National Activity Index (CFNAI) came in at -0.21 in September, following a downwardly revised -0.31 in August, signaling that U.S. economic activity remained below its historical trend for the sixth consecutive month. The three-month moving average ticked down to -0.21 in September from -0.18 in August, reinforcing signs of ongoing below-trend national growth. Employment-related indicators turned slightly positive, contributing +0.01 in September after a -0.11 result in August.

The Institute for Supply Management’s (ISM) manufacturing index slipped to 47.9 in December, down from 48.2 in November, marking continued weakness across the sector. Manufacturing activity has now been in contraction for 36 of the past 38 months, as readings below 50 indicate contraction and those above 50 signal expansion. The latest decline was driven primarily by pullbacks in the Production and Inventories components. In contrast, the ISM services index remained in expansion territory, rising to 54.4 in December from 52.6 in November. Respondents attributed the improvementto seasonal strength, though many remained cautious about the potential impact of tariffs.

The Federal Reserve lowered its benchmark interest rate by a quarter point to a target range of 3.50% to 3.75% at its December meeting, citing concerns about emerging weakness in the labor market. A few policymakers dissented, arguing that tighter monetary policy may still be warranted to ensure progress on price stability. Beginning December 1, the Fed also halted its balance sheet runoff, announcing that principal and interest payments from its holdings will be reinvested in Treasury securities to maintain ample reserves and support market stability.

IMPORTANT DISCLOSURES
2025 Chandler Asset Management, Inc, An Independent Registered Investment Adviser.
Information contained herein is confidential. Prices are provided by ICE Data Services Inc (“IDS”), an independent pricing source. In the event IDS does not provide a price or if the price provided is not reflective of fair market value, Chandler will obtain pricing from an alternative approved third party pricing source in accordance with our written valuation policy and procedures. Our valuation procedures are also disclosed in Item 5 of our Form ADV Part 2A.
Performance results are presented gross-of-advisory fees and represent the client’s Total Return. The deduction of advisory fees lowers performance results. These results include the reinvestment of dividends and other earnings. Past performance may not be indicative of future results. Therefore, clients should not assume that future performance of any specific investment or investment strategy will be profitable or equal to past performance levels. All investment strategies have the potential for profit or loss. Economic factors, market conditions or changes in investment strategies, contributions or withdrawals may materially alter the performance and results of your portfolio.
Index returns assume reinvestment of all distributions. Historical performance results for investment indexes generally do not reflect the deduction of transaction and/or custodial charges or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing historical performance results. It is not possible to invest directly in an index.

Fixed i ncome investments are subject to interest, credit and market risk. Interest rate risk: the value of fixed income investments will decline as interest rates rise. Credit risk: the possibility that the borrower may not be able to repay interest and principal. Low rated bonds generally have to pay higher interest rates to attract investors willing to take on greater risk. Market risk: the bond market in general could decline due to economic conditions, especially during periods of rising interest rates.
Ratings information have been provided by Moody’s, S&P and Fitch through data feeds we believe to be reliable as of the date of this statement, however we cannot guarantee its accuracy.
Security level ratings for U.S. Agency issued mortgage-backed securities (“MBS”) reflect the issuer rating because the securities themselves are not rated. The issuing U.S. Agency guarantees the full and timely payment of both principal and interest. 37 100

City Council
Staff Report
Subject:
Sunset Whitney Connector Bridge
Date:
February 10, 2026
Submitted By:
David Mohlenbrok, Community Development Director
Department:
Community Development
Recommendation:
Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Purchase Agreement with Contech Engineered Solutions, LLC.
Background:
On June 24, 2025, the City Council approved the Fiscal Years (FY) 2026-2031 Capital Improvement Program, which included Project No. 40035, the Sunset Whitney Connector Bridge project (Resolution No. 2025-137). The project creates a safe and reliable pedestrian crossing point over Antelope Creek, connecting Johnson-Springview Community Park with the greater trail system associated with the Sunset Whitney Recreation Area.
The project is currently in the environmental phase, and the environmental document is currently out for public review. It will require a Streambed Alteration Agreement with the California Department of Fish and Wildlife, and early consultation for the permit has commenced. Project design is anticipated to be 100% complete by the end of Spring. Project bid documents for the site preparation and bridge installation will be prepared for solicitation to go out to bid in early summer, with construction planned for Fall of this year.
The prefabricated steel truss bridge structure will be approximately 170 feet in length consisting of three spliced sections, each approximately 40 to 60 feet long, and it is estimated that the off-site fabrication will take up to nine months to complete. The bridge will then be delivered in sections to be erected and placed onto abutments that have been constructed prior to the delivery of the bridge. Shop drawings must be prepared by the bridge fabricator and then reviewed and approved by the structural engineer prior to fabrication, in order for this to occur. Due to the extensive lead time, staff recommends the City procure the fabricated bridge separately from the construction project.
Following an informal market survey, including seeking estimates and relevant information from four companies, staff recommends the bridge be purchased by the City directly from Contech Engineered Solutions, LLC. (Contech). This will allow for the City to proceed with completing the site design, obtaining the required environmental permits, and awarding a Item Number C8.
116
contract for the construction and installation of the bridge. Construction will include the site preparations needed to build the abutments and foundations necessary to ensure the anchor bolts for the bridge align with the proposed design and the bridge structure seats properly on the abutments in preparation for the final bridge placement.
Contech is an established industry leader in pre-fabricated bridges and they possess an advanced American Institute of Steel Construction (AISC) bridge accreditation at a level that we were requiring. Of the multiple bridge prefabricators contacted by staff, only one other company possessed the same level of accreditation; however, but they had a longer lead time for design and fabrication than Contech. In addition, Contech has a heavy presence in California and has been responsive to the dates required to meet the City’s desired schedule.
The total cost of the bridge is $414,628.50.
Purchasing the bridge directly from Contech will ensure the bridge, when received, can be assembled and connected to the abutments properly, as designed. Moving forward now with the necessary shop drawings will allow for a Fall 2026 bridge delivery and provide the opportunity to install the bridge prior to the heavy rain season, allowing for a full project completion by the end of 2026. It also eliminates the time it would take to have a construction contractor, once under contract, order the fabrication of the structure.
Rocklin Municipal Code (RMC) Chapter 3.04, Section 3.04.090 (E)(15), allows the City Council to waive competitive bidding requirements if a majority finds that it is in the City’s best interest.
Based on the above stated reasons, staff recommends the City Council adopt a resolution making such a finding.
Fiscal Impact:
There is no direct fiscal impact associated with the staff recommendation. Sufficient funding is available in Project No. 40035 within the 2026-2031 Capital Improvement Program budget to support the staff recommendation.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROCKLIN
APPROVING AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A PURCHASE AGREEMENT WITH

WHEREAS, the City of Rocklin Sunset Whitney Connector Bridge project will create a safe and reliable pedestrian crossing point over Antelope Creek, connecting Johnson Springview Community Park with the greater trail system associated with the Sunset Whitney Recreation Area; and
WHEREAS, the prefabricated steel truss bridge structure will be approximately 170 feet in length and off-site fabrication will take up to nine months to complete; and
WHEREAS, the fabricator will prepare the necessary shop drawings required to ensure that the bridge structure, anchor bolts, and abutments are properly coordinated and aligned with the approved design; and
WHEREAS, due to the extended lead time, and following an informal market survey, including seeking estimates and relevant information from four companies, staff has determined it to be in the best interest of the City to procure the fabricated bridge separately without formal competitive bidding from Contech Engineered Solutions (Contech), and thereby extensive enable time savings for project delivery by having the bridge constructed off-site, and delivered in sections for installation, while site design and construction activities proceed concurrently; and
WHEREAS, based on the foregoing, Contech was selected as the preferred vendor to ensure compatibility between the fabricated bridge and the designed abutments, and to allow for a timely completion of shop drawings and bridge delivery; and
WHEREAS, based on the foregoing, staff recommends that the contract with Contech be awarded without further competitive procurement, as is allowed pursuant to Rocklin Municipal Code (RMC) 3.04.090(E)(15), which provides that the City Council may, by a majo rity vote, find that the city's interests will be served by waiving the solicitation and procurement requirements of RMC Chapter 3.04 for an individual contract.

TREASURER'S REPORT OF CASH & INVESTMENTS
FOR THE QUARTER ENDED DECEMBER 31, 2025
1 Docusign Envelope ID: 6520043E-6CA7-455C-88E5-356E5BD8457F 56129
