Mayor Bass called the meeting to order at 5:30 p.m.

Members of the City Council returned to the Council Chambers at 6:05 p.m.
REPORT OUT OF CLOSED SESSION
There was no reportable action on CS1; Mayor Bass reported that the City Council would return to Closed Session on items CS2 and CS3 following General Session.
CALL GENERAL SESSION TO ORDER
Mayor Bass called the meeting to order at 6:05 p.m.

Mayor Bass led the pledge of allegiance.
AGENDA REVIEW
There were no changes to the agenda.
CITIZENS ADDRESSING THE CITY COUNCIL
Mr. Walter Moore and Mr. Pete McDonald invited members of the City Council to attend the opening night ceremonies for the Tri City Little League on March 6, 2026.
Mr. Kevin Shaw addressed the City Council expressing concerns about pedestrian and bicycle safety near Sierra College Boulevard, and urged that sidewalk connectivity be encouraged during ongoing construction due to heavy traffic in the area.
Council Member Broadway noted that sidewalk improvements were planned for the area with both current and future development projects.
REPORTS FROM CITY COUNCIL AND CITY MANAGER
Vice Mayor Halldin reported attendance at the Roseville Area Chamber of Commerce's Installation Dinner and congratulated Adrian Guerrero on being selected as the 2026 Chair and Sharon Brown on receiving the Lifetime Service Award.
Council Member Gayaldo reported attendance at the National Conference of Regions held in Washington D.C. which she attended on behalf of the Sacramento Area Council of Governments (SACOG), and shared that she presented a proclamation on the Mayor's behalf to Steve Taylor in recognition of his 28 years of service as head basketball coach at Rocklin High School and his contributions to local youth and the community.
Council Member Broadway participated in mock interviews with students at Victory High School, and shared that he attended the ribbon cutting ceremony for the Secret Garden at the Rocklin Public Library.

City Manager Aly Zimmermann shared that City facilities will be closed on Monday, February 16, 2026, in observance of Presidents Day.
CONSENT CALENDAR
C1. Minutes of the January 27, 2026, Regular Meeting of the City Council Action: Approved the Minutes of the January 27, 2026, Regular Meeting of the City Council.
Five Star General Development Plan (Second Reading of Ordinance) Action: Adopted Ordinance No. 1198 of the City Council of the City of Rocklin Amending the Five Star General Development Plan (Ordinance No. 579) to Allow School Uses Within Area 15A, Subject to the Review and Approval of a Conditional Use Permit.
C3. Amendments to the List of Appointments to Regional Boards and Committees for Calendar Year 2026
Action: Adopted Resolution No. 2026-013 of the City Council of the City of Rocklin Amending the List of Appointments to Various Joint Power Agencies, Placer County Committees, Regional Boards, and the City's Architectural Review Committee.
C4. Amendments to the List of Appointments to Various Subcommittees, Committees and Work Groups for Calendar Year 2026
Action: Adopted Resolution No. 2026-014 of the City Council of the City of Rocklin Amending the List of Appointments to Various Subcommittees, Committees and Work Groups.
C5. Amendment No. 1 to the Contract for Services with 19six Architects Action: Adopted Resolution No. 2026-015 of the City Council of the City of Rocklin Ratifying and Authorizing the City Manager to Execute Amendment No. 1 to the Contract for Services with 19six Architects.
C6. BUILD Grant Application
Action: Adopted Resolution No. 2026-016 of the City Council of the City of Rocklin Authorizing the City Manager to Apply for the United States Department of Transportation BUILD Grant, Commit Matching Funds, and Accept Grant Award.
C7. Quarterly Treasurer's Report
Action: Received the Treasurer's Report for the Quarter Ending December 31, 2025.

C8. Sunset Whitney Connector Bridge
Action: Adopted Resolution No. 2026-017 of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Purchase Agreement with Contech Engineered Solutions, LLC.
