Ms. Michele Vass expressed her appreciation to the City Council for consideration of the item and expressed her support for in-lieu fee option 1 as this would promote affordable housing in Rocklin.

Mr. Martin Davinsky representing Toll Brothers, addressed the City Council and agreed with BIA supporting a fee around $3 was competitive in the market; he recommended zoning properties higher density and with a restricted price point to generate a higher quantity of affordable housing units.
