City Council
Candidate and
Transactions and
Use Tax Election
Resolutions

City Council Candidate Elections
• Approved every two years, typically on consent calendar. • Combined with this discussion item on the tax measure to consolidate all election related items into one.
• The first resolution calls the elections and sets parameters around candidate statements consistent with state law.
• The second resolution consolidates the election with the statewide general election and requests the County to administer the election on the City’s behalf.

Transactions and Use Tax Election
• On May 26, 2026, City Council introduced an ordinance to levy a ½ cent TUT subject to voter approval.
– The staff presentation included significant discussions on resident feedback received through outreach that is consistent with the proposed ordinance. – On tonight’s consent calendar this ordinance was adopted by City Council. • Two resolutions are necessary to allow voters to consider this measure on November 3 in the general election, similar to the candidate elections.
– The first resolution calls for the election, approves the ballot language and provides guidance for who can file arguments for and against the measure consistent with state law.
– The second resolution consolidates the election with the statewide general election and requests the County to administer the election on the City’s behalf.

Measure Arguments
• Consistent with elections code the priority given to arguments filed for the measure will be:

1. City Council or any member of City Council.

2. Any individual voter eligible to vote on the measure.

3. A bona fide group of such citizens.

4. Any combination of voters and citizens.
• Arguments for and against can be no more than 300 words and are due by August 7.
• Rebuttal arguments allow the same priority and are due by August 17. • City Council can discuss designating an individual member or subcommittee to draft arguments on behalf of the Council. – This would require specific direction tonight if Council desires this outcome.

Ballot Question
To maintain Rocklin’s public safety, financial stability and core public services, including: rapid 911 emergency/ medical response; police/ fire protection; keeping public areas and parks healthy/ safe/ clean; preserving open space;
preventing wildfires; shall the City of Rocklin’s measure establishing a half-cent sales tax, providing approximately $8 million annually for general revenue purposes, until ended by voters, keeping all funds local, with annual audits/ public spending disclosure, be adopted?
Recommended Action
• Following questions of staff, public comment and deliberation, consider adoption of each resolution separately:

1. Resolution calling for City Council candidate elections

2. Resolution consolidate the City Council candidate elections with the statewide general election

3. Resolution calling for the TUT election, approving the ballot question and argument parameters

4. Resolution consolidating the TUT election with the statewide general election • If approved, consider designation of an author(s) for ballot arguments from and on behalf of the City Council.
